TITLE: Approve Contract No. 2016-33 Aquifer Storage and Recovery (ASR) Temporary Facilities for Cycle Test 5 with Florida Design Contractors, Inc. of Lake Park, Florida in the amount of $333,000 plus contingency amount of $33,000, for a total amount of $366,300.

Background Information
The approved ASR Well Cycle Test 5 Project includes construction of temporary facilities for performance of Cycle Test 5. The ASR Temporary Facilities for Cycle Test 5 project was advertised on December 30, 2015 as RFB# 2016-33 ASR Temporary Facilities for Cycle Test 5. This solicitation is for construction of temporary facilities only and does not include performance of Cycle Test 5. A mandatory pre-bid meeting was held on January 14th at City Hall and included a site visit to the City’s Myakkahatchee Creek Water Treatment Plant. Five (5) contractors attended the pre-bid meeting. Two bids were received, opened and read on January 26, 2016 at 2:00pm. Florida Design Contractors, Inc. was deemed as the lowest responsive and responsible bidder with a bid amount of $333,000.
Staff reviewed the bids and the Engineer of Record (EOR) for the project checked references for Florida Design Contractors, Inc. The bids received were higher than anticipated. City requested the EOR to review and provide an explanation for the variances between the EOR’s Opinion of Probable Cost (EOPC) at 100% design and the bids received. The current trends have identified an increase in construction cost due to the rebounding from the recession.
This project is partially funded by Southwest Florida Water Management District (SWFWMD). The SWFWMD will provide funding up to $135,000 for the construction of temporary facilities.
Although the bids are higher than desired, for this particular project, of greatest importance, is the project schedule. Not accepting this bid would delay the project to an extent that could jeopardize the project’s overall success. The success of the project is paramount on performing Cycle Test 5 during this calendar year’s wet season, which requires construction of the temporary facilities of Contract No. 2016-33. The applicable Florida Department of Environmental Protection permit expires in August of 2017, which will not allow sufficient wet season time to run a cycle test in 2017. Therefore, to provide the best chance of success of this project, it is recommended to continue moving forward with construction of the temporary facilities to allow Cycle Test 5 to be performed during the quickly approaching 2016 wet season.
Based on successful reference checks and the regulatory driven schedule for this project, the Utilities Department recommends award of Contract 2016-33 to Florida Design Contractors, Inc. in the amount of $333,000 plus a 10% contingency amount of $ 33,300, for a total amount of $366,300.
