TITLE:            Request for a temporary over hire in Property Standards Division
 
 
Recommended Action
 
Approval by Commission to authorize a temporary over hire in Property Standards for the Lien Specialist position.
 
Background Information
 
Property Standards has received notice from Lien Specialist Cynthia Bassett of her retirement on July 10, 2015.  Cindi gave her notice so that the position could be advertised and hopefully filled with no loss in continuity.
 
The Lien Specialist is a key staff position within the division which provides highly responsible and multifaceted administrative support using independent judgment, initiative and discretion based upon knowledge of departmental administrative policies and procedures. This position has become progressively more complex with the addition of new staff, causing the volume of cases to be processed for Special Magistrate, as well as associated case files, to be on a steady incline.  Finding the right person to fill this position will be extremely important to the continuous work flow in this division.
 
We plan to advertise this position as soon as possible so that we have the necessary time to review applicants and conduct interviews to select the right candidate.  Cindi has graciously offered to assist in the training of the person hired to fill the position.  We are requesting a two week time frame in which we would have two people working together in this position before the final transition takes place.

Financial Impact
 
The overlap period cost for the new lien specialist position would be an additional $792.57 per week; however funds are available in personnel in the approved budget due to vacancies that are adequate to cover this expenditure.
