Recommended Action

 

Approval of the June 14, 2023 Commission Workshop Meeting Minutes with recommended changes.

 

Background Information

 

The draft minutes were submitted for Commission review on June 21, 2023. Commissioner McDowell provided suggested changes on June 26, 2023, regarding:

 

Human Resource Department:

 

ADD CLARITY -- Commission questions and discussion continued regarding health insurance premium increases and absorbing the increases in the budget or splitting the increase with employees, incentives, compensation package and rates, benefits program, retaining employees, quality employees, lower-level incomes, supporting families, private companies, and retention of employees. The recommendation was determined accurate by the City Clerk and changes were made accordingly.


There was consensus for the City to absorb the cost of employee health insurance. 

 

Without the clarity, it sounds like we gave a consensus for absorbing all of the costs of employee’s health insurance.

 

Economic Development Division:

 

Missing at the 4H 11:50M mark:  There was consensus to instruct the City Manager to create a CIP sheet for Activity
Center 6
master planning, urban service boundary planning, comp plan changes and everything else associated with it.   including all project plans and needs. The recommendation was determined accurate by the City Clerk and changes were made accordingly.

 

2nd Public Comment:

 

Missing at the 4H 42M mark Commissioner Stokes requested a consensus, however, prior to achieving a consensus, there was additional discussion on the process to institute the new tax, the effective date, notification to customers, advantage of payment in lieu of tax vs Department of Revenue notification, and any known exemptions. The recommendation was determined accurate by the City Clerk and changes were made accordingly.

 

There was consensus to raise the water tax from 0% to 5%.
4H 48M mark --- Per the CM, the correct term of this new “water tax” is Payment in Lieu of tax.
