City Commission Options
Option 1: Approve Resolution No. 2025-R-65 as presented.
* Pros: The final plat is consistent with the approved subdivision plan and within the allowed number of residential dwelling units approved for Central Parc. The final plat approval will allow the owner to divide and develop the land in accordance with the approved development master plan and subdivision plan.
* Cons: The comprehensive analysis conducted by the staff has concluded that there are no identifiable disadvantages associated with the approval of Resolution No. 2025-R-65. The final plat is consistent with the approved subdivision plan and is compliant with Chapter 177 of the Florida Statutes.
Option 2: Deny Resolution No. 2025-R-65
* Pros: The comprehensive staff analysis concluded that there are no identifiable advantages to the denial of Resolution No. 2025-R-65.
* Cons: Denying Resolution No. 2025-R-65 would pose considerable challenges to the land development process. The absence of a plat consistent with the approved subdivision plan would prevent the property owner from dividing the land in accordance with the approved development master plan and subdivision plan.
Background Information
On March 19, 2025, Peter Van Buskirk, on behalf of Kimley-Horn and Associates, Inc., submitted an application to the City of North Port for approval of a Subdivision Final Plat for Central Parc Phase 3. The Central Parc Phase 3 final plat includes 188 residential lots comprising 96 single-family and 92 villa lots with roads right-of-way, stormwater/lake management tracts, open space, and common areas across approximately 55.85 acres.
The proposed uses for the property, which include single-family detached and attached units, are permitted uses for the Property's Future Land Use Designation of Activity Center 9 and the Property's Zoning District of Activity Center 9.
Central Parc is approved for 500 low-density dwelling units and 100 medium-density units, as detailed in the approved Development Master Plan (DMP-18-071).
The proposed dwelling units for Phase 3 of Central Parc fall within the allocated low-density residential units approved for the development.
City staff and the contracted City Surveyor have reviewed the Final Plat and determined that it is in compliance with Chapter 177 of the Florida Statutes and, furthermore, it is consistent with the North Port Comprehensive Plan, the Unified Land Development Code (ULDC), and the approved Subdivision Concept Plan SCP-20-047.
Resolution No. 2025-R-65 has been reviewed by the Interim City Attorney and is legally correct as to form.
