Recommended Action

 

Option 1: Approve the Disposition of Surplus Assets in an appropriate fashion pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-419, Disposition of City Assets and Property, (d) of the Code of the City of North Port, Florida.

 

City Commission Options

 

Option 1: Approve the Disposition of Surplus Assets in an appropriate fashion pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-419, Disposition of City Assets and Property, (d) of the Code of the City of North Port, Florida.

 

                     Pros: Recovers value from aging assets for items going to auction while reducing maintenance costs. Frees up space and resources for all auction and non-auction assets.

                     Cons: Staff has not identified any foreseeable consequence to disposal of these assets.

 

Option 2: Deny the Disposition of Surplus Assets in an appropriate fashion pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-419, Disposition of City Assets and Property, (d) of the Code of the City of North Port, Florida.

 

                     Pros: Staff has not identified any foreseeable benefit to retaining these assets.

                     Cons: The aging assets retained are either unusable or unreliable, requiring costly repairs, and could divert resources from maintaining new, more efficient assets.

 

Background Information

 

The Finance Department shall be deemed responsible for the disposition of City surplus assets. Section 2-419, Paragraph (d), Assets with an original purchase value greater than the threshold limit set forth in F.S. 274.06, must receive City Commission approval for disposal and may then be disposed of in the following fashion:

 

(1) Sold. Surplus assets determined to have no useful purpose for the City or other public entities yet still having some intrinsic value may be held for inclusion in an auction or other City sale, such as closed bidding.

(2) Discarded. Surplus assets determined to have no useful purpose and no value for the City or any other entity may be discarded in the trash.

(3) Donated. Surplus assets determined to have no useful purpose for the City yet still containing some intrinsic value may be donated by the City Commission to a nonprofit agency or governmental agency.
