TITLE:                     Approve the Single/Sole Source/Standardization for the Budgeted Purchase of Automatic License Plate Readers (ALPRs) and Installation from Vetted Security Solutions for Implementation Throughout the City in the Amount of $459,530.48.

Recommended Action

Approve the single/sole source/standardization for the budgeted purchase of Automatic License Plate Readers (ALPRs) and installation from Vetted Security Solutions for implementation throughout the City in the amount of $459,530.48.

Background Information

In 2017 the Police Department single/sole sourced Vigilant Solutions utilizing Vetted Security Solutions as its authorized and certified partner/provider for the License Plate Recognition trailers. Vetted Security Solutions has extensive experience installing, servicing and supporting Vigilant Solutions’ fixed ALPR deployments throughout the State of Florida. Charlotte, Lee, Collier and Sarasota counties utilize Vigilant Solutions which owns and manages the single largest license plate recognition data sharing initiative system. This equipment will allow the City to continue to gather and share information with other law enforcement agencies.

Automatic License Plate Readers are proven to enhance safety to the community and law enforcement by providing immediate alerts when wanted vehicles or people are located. This allows potential for preventing crimes.

ALPRs provide strong leads to investigators when they capture vehicles used in committing crimes within the City. ALPRs provide information that can lead to quickly identifying suspects. Provided information also aides with locating loved ones who have been reporting missing (silver alerts, abduction, etc.).

The selected locations would capture vehicles traveling in and out of the City through the main points of travel. This project will have a four-phase implementation approach. Phases 1 and 2 will occur in FY 2020-2021 with approximately thirteen (13) site locations installed. In FY 2021-2022, pending budget approval, phases 3 and 4 will occur with approximately ten (10) additional sites being installed. Quotes for both fiscal years are attached. The Phase 3 and 4 quote will be updated next fiscal year to reflect a revised date.

Strategic Plan

Financial Impact

This project (PD21LP) is budgeted for FY2020-2021 in account 306-2100-521-64-00. Budgeted funds are broken up into equipment totaling $514,000.00 and infrastructure totaling $120,000.00. This purchase will use $459,530.48 of the budgeted funds. Remaining budgeted funds are expected to be spent on additional equipment and infrastructure required to support the ALPRs.
