• Pros: Authorizes the Road & Drainage District to accept the transfer of City-owned property located on Manila Avenue for the purpose of exchanging that property for a parcel located on Pilgrim Road. This allows the Road & Drainage District to secure a critical stormwater parcel without expending funds or pursuing eminent domain, ensuring continued access for stormwater system maintenance.
• Cons: Once transferred, the City forfeits the opportunity to use the Manila Avenue parcel for other future needs or negotiations.

Background Information
The Road & Drainage District is seeking approval to accept a City-owned parcel located on Manila Avenue, Parcel Identification Number 1144073425, for the purpose of exchanging it with a private property owner. This action is part of a larger effort to secure permanent access to a key stormwater pond site located on Pilgrim Road, Parcel Identification Number 1147201414, which is owned by Edward and Cleopatra Davis.
The purpose of acquiring the parcel located on Pilgrim Road is for permanent access to the stormwater pond property for future maintenance and repairs, ensuring the City’s stormwater drainage system functions as designed. This lot is one of several that were sold by General Development Corporation as residential parcels, although this pond was permitted as stormwater infrastructure and not eligible for residential development. Owner Davis is not willing to sell their parcel but has agreed to swap their parcel for an equal value lot owned by the City.
Resolution No. 2025-R-75 has been reviewed by the City Attorney and is legally correct as to form.
Resolution No. 2025-R-75 was provided to the City Clerk's Office on December 23, 2025, for signature subject to City Commission approval.
