TITLE: Approve Utilization of the Florida Sheriff’s Association Contract FSA20-VEF14.01 to Enter into an Agreement with REV RTC, Inc. for the Purchase of One (1) New International MV Ambulance for the North Port Fire Rescue District for an Estimated Cost of $298,890.
Recommended Action
Approve utilization of the Florida Sheriff’s Association Contract FSA20-VEF14.01 to enter into an Agreement with REV RTC, Inc. for the purchase of one (1) new International MV Ambulance for the North Port Fire Rescue District for an estimated cost of $298,890.
Background Information
The City Commission approved the purchase of a new ambulance in the Fiscal Year 2021 Budget. The North Port Fire Rescue District has negotiated a Term Agreement with REV RTC, Inc. for the purchase of this new ambulance based upon a competitive exemptions process. The Florida Sheriff’s Association (FSA) Bid Award utilized for this exemption is based on a 5% below manufacturer’s suggested retail price (MSRP). This Bid Award is for a baseline model specification with no options. Options are negotiated directly with the authorized Contracted Provider and generally secured with an Agreement. The North Port Fire Rescue District has a very detailed specification that best suits the specialized needs of the City. REV RTC, Inc. has provided an Agreement for current and future purchases of a chassis with optional specifications at a dealer cost +8% rate for options and a price match of the FSA on the chassis. The cost of this ambulance outside of the Agreement proposed would cost the City $313,904. Utilizing this Agreement will save the City $15,014 for this purchase. If approved, the City will purchase an ambulance at the price in the attached proposal.
This purchase is an additional reserve ambulance to provide service when other ambulances are out-of-service for maintenance or other non-emergency situations. The North Port Fire Rescue District replaced and added three (3) rescue ambulances in 2019. With a sixth Fire Station coming online and service required to the Atlanta Braves facility for Spring Training, a third reserve unit is necessary. This new rescue ambulance will be used to enhance the Fire Rescue District’s rescue abilities and increase the reliability of the fleet.
Approval of this request will ensure that the North Port Fire Rescue District has the necessary availability of ambulances to facilitate the following City requirements:
Ø Back-up ambulance while other ambulances are being serviced.
Ø Additional ambulance which can be utilized for special events.
Ø Additional ambulance to be utilized as a primary response apparatus during high call volume periods.

While City Ordinance authorizes the City Manager to utilize Piggyback Agreements, the City Manager's Policy requires all procurements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures, and processes have been reviewed by the Procurement Division of the Department of Finance.
The REV RTC, Inc. Agreement has been reviewed by the City Attorney’s Office and is legally correct as to form.

Financial Impact
Funding in the amount of $353,000 is available in the Fiscal Year 2021 Fire Rescue/Fire Impact Fee Fund account number 151-2222-522.64-00, Project Number F21VEH.
