* Pros: Approving the Agreement secures uninterrupted recycling processing and marketing services after the current contract expires. Single Stream Recyclers, LLC (SSR) operates the only suitable material recovery facility (MRF) in Sarasota County, allowing the City to maintain its landfill diversion and sustainability programs without interruption.
* Cons: A five-year Agreement, with a potential five-year extension, commits the City to a long-term Contract, limiting flexibility to adopt more cost-effective or innovative solutions that may become available in the future.
Option 2: Deny Agreement No. 2025-SS25-64, Recyclable Materials Processing and Marketing Services By and Between the City of North Port, Florida, and Single Stream Recyclers, LLC.
* Pros: Denying the Agreement allows the City to explore new technologies, vendors or regional partnerships that may offer more competitive pricing or enhanced recycling services.
* Cons: Without a new Agreement by October 2025, recycling services could lapse risking landfill diversion setbacks and increased disposal costs.
Background Information
Since December 6, 2018, the Solid Waste District has maintained a Contract with Single Stream Recyclers, LLC (SSR) for the processing and disposal of all recyclable materials collected within City limits. This partnership has supported the City's efforts to responsibly manage recyclable waste while promoting sustainability through proper diversion of materials from the landfill. The current Agreement is set to expire September 30, 2025.
In preparation for the Agreement's expiration, the Solid Waste District conducted a review of available recycling processing options. As part of this review, SSR submitted a letter confirming that it remains the sole provider of single- and dual-stream recycling processing services within Sarasota County. SSR owns and operates the only material recovery facility in the County capable of receiving, sorting, and marketing recyclables collected through these programs.
Given the unique role SSR plays in the region's recycling infrastructure and the importance of ensuring uninterrupted service, staff recommends the approval of Agreement No. 2025-SS25-64 with SSR. This Agreement will cover the processing and marketing of recyclable materials from October 1, 2025, through September 30, 2030, and includes an option to renew for an additional five years. Under this Contract, the City will pay a processing fee for incoming recyclables and will receive a portion of the revenue generated from the sale of processed materials.
Agreement No. 2025-SS25-64, Recyclable Materials Processing and Marketing Services By and Between the City of North Port, Florida, and Single Stream Recyclers, LLC has been reviewed by the Interim City Attorney and is legally correct as to form.

Funding in the amount of $250,000 has been included in the recommended budget for Fiscal Year 2026 in Account Number 120-3032-534.34-50, Tipping Fees.
