Background Information

 

Request for Proposal (RFP) No. 2025-08, Professional Engineering Services for Water Control Structure (WCS) Nos. 121 and 130 Replacements, was issued on December 5, 2024, with January 30, 2025, as the deadline for submittal of proposals. One proposal was received. The Selection Committee members evaluated the proposal on February 4, 2025, and determined that Kimley-Horn and Associates, Inc. is well qualified to perform the work and recommended that Contract negotiations proceed with Kimley-Horn and Associates, Inc.

 

The intent of the proposal was to select an Engineering Consultant to provide design, permitting, bidding assistance, and limited construction services for the replacement of both WCS Nos. 121 and 130 as these two structures are similar in design, and there is anticipated cost savings in selecting one consultant for these two structures.  WCS No. 121 is located in the MacCaughey Waterway south of Price Boulevard.  WCS 130 is located in the Bass Point Waterway, just north of its confluence with the Cocoplum Waterway. WCS No. 121 is currently equipped with four (4) gates and WCS No. 130 is equipped with two (2) gates.  These gates are operated in the closed position in order to allow storage of water similar to a reservoir.  In anticipation of pending storm events and as the water level rises, the gates are opened as needed to reduce flooding and discharge water eventually into the Cocoplum Waterway.  The water in the Cocoplum Waterway serves as a raw water supply for the City’s Water Treatment Plant. Thus, the proper functioning of these gates and structures are critical to the City's ability to control water levels, minimize adverse impacts from a storm event and supplement the City’s potable water supply.  The structures were constructed in the 1950’s.  Over time, extensive corrosion has developed in the sheet metal weir pilings, concrete supports, gates and catwalks.

 

The Engineering Consultant services will include the design of the replacement structures, survey including underwater survey, geotechnical services, wetland and protected wildlife species survey, permitting, bidding assistance and limited construction engineering services associated with the replacement of WCS Nos. 121 and 130.  Design will require approved exemptions from the Southwest Florida Water Management District (SWFWMD) and Florida Department of Environmental Protection (FDEP) 404 Program permits. 

 

Design and permitting will commence in Fiscal Year 2025.  Construction is programed and will be budgeted to begin in Fiscal Year 2026. These projects have been awarded Community Development Block Grants (CDBG) Resilient SRQ grant funding in the amount of $2,042,000 each to assist with construction costs.

 

The scope and fee of the attached Agreement No. 2025-08 were negotiated with City staff and determined to be comprehensive and reasonable.

 

Agreement No. 2025-08 between the City of North Port, Florida, and Kimley-Horn and Associates, Inc. for Professional Engineering Services for Water Control Structure Nos. 121 and 130 Replacements has been reviewed by the Interim City Attorney and is legally correct as to form.

Funding for WCS No. 121 in the amount of $ 180,371.38 has been allocated in the Fiscal Year 2025 Road and Drainage District budget, account number 107-5000-541.63-00, Project No. R25S21.

 

Funding for WCS No. 130 in the amount of $180,371.37has been allocated in the Fiscal Year 2025 Road and Drainage District budget, account number 107-5000-541.63-00, Project No. R25S30.

Professional Engineering Services were procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida.
