Discussion and possible action regarding the display of the Roseate Spoonbill sculpture in City Hall.

 

Background Information

 

The following provides a chronological order of events regarding the display of the Roseate Spoonbill sculpture in City Hall:

 

Ø                     June 28, 2022:  During the City Commission Regular Meeting, staff presented locations for the display of the Roseate Spoonbill sculpture within City Hall. Based upon input from the Art Advisory Board Chair and the Facilities Maintenance Division of the Department of Public Works, the following three options were identified and reviewed:

 

1.                     Option A:  First Floor Stairwell of City Hall, estimated cost: $250

2.                     Option B:  Lobby on the Second Floor of City Hall, estimated cost: $2,140

3.                     Option C: Arched Out Section" of Lobby on Second Floor of City Hall, estimated cost:     $1,080

 

After discussion, Commission directed staff to move forward with Option A - First Floor Stairwell of City Hall. It has since been determined that placing this sculpture permanently in the nook of the ground floor stairwell is not permissible by both the International Building Code and the National Fire Protection Association 101 Life Safety Code.

 

Ø                     September 20, 2022:  Based on this information, the Art Advisory Board Liaison met with the Building Official, Fire Marshal, and staff from the Facilities Maintenance Division of the Department of Public Works to review other possibilities in City Hall.  At this meeting, two options were identified as viable locations within City Hall including the previously recommended Option C and a new Option D. Staff confirmed that both of the following locations listed below are permissible by the International Building Code and National Fire Protection Association 101 Life Safety Code:

 

1.                     Option C:  Arched Out Section” of Lobby on Second Floor of City Hall, estimated cost: $1,080

 

2.                     NEW Option D:  City Commission Reception area on the Second Floor of City Hall, estimated cost: $250

Financial Impact

 

Ø                     Option C: “Arched Out Section” of Lobby on Second Floor of City Hall: direction on a funding source for labor and installation will be needed. Staff notes that the current balance of the Art Fund is $126,411.70. This amount does not reflect $4,700 in funding for the Sponsorship Wall Mural at the North Port Aquatic Center as approved at the October 11, 2022, City Commission Regular Meeting which is pending a formal budget amendment.

 

Ø                     NEW Option D: City Commission Reception Area: Funding is available in the Fiscal Year 2023 Budget, Department of Public Works, Property Maintenance Division, Repair and Maintenance of Buildings account number 001-0760-519.46-04 for the $250 expenditure for the labor and materials.
