Recommended Action

 

Option 1: Approve the application to Sarasota County US Department of Housing and Urban Development  (HUD) Community Development Block Grant  (CDBG) Program in the amount of $300,000 for the La Brea Park Playground Replacement Project located at 6340 La Brea Street, North Port, Florida, 34287, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

 

City Commission Options

 

Option 1: Approve the application to the Sarasota County HUD CDBG Program in the amount of $300,000 for the La Brea Park Playground Replacement Project located at 6340 La Brea Street, North Port, Florida, 34287, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

 

                     Pros: These funds will provide the City with reimbursement of the total cost of the La Brea Park Playground Replacement Project.

                     Cons: There are no foreseeable drawbacks to approving this application.

 

Option 2: Deny the application to HUD CDBG Program in the amount of $300,000.

 

                     Pros: There are no foreseeable pros to denying this application.

                     Cons: The City would not receive reimbursement for the cost of the La Brea Park Playground Replacement Project.

 

Background Information

 

The City of North Port has applied to the Sarasota County HUD CDBG for the La Brea Park Playground Replacement Project in the amount of $300,000.

 

The purpose of CDBG funds is to create and improve communities by providing housing, economic opportunities, and community services. CDBG funds are primarily used to benefit low- and moderate-income residents.  CDBG funds originate from HUD and are managed by Sarasota County and then passed through to municipalities within the County.

 

Grant funds will be used to replace the aging equipment at La Brea Park.  This project directly supports the Parks Master Plan approved by Commission and is designated as a capital improvement initiative.

 

This is a reimbursable grant, meaning the City will spend first and then request reimbursement from the granting agency. 

 

If awarded, the grant contract will be reviewed by the City Attorney to ensure that it is legally correct as to form.

Financial Impact

 

If awarded, the City will be eligible for reimbursement of up to $300,000 in CDBG funds for the La Brea Park Playground Replacement Project, CIP P27LBP, with a total project construction budget of $300,000.  Matching funds are not required for this grant program.

If awarded, all relevant Procurement Codes, policies and procedures will be followed when purchases are made.
