TITLE:                     Resolution No. 2019-R-05, a resolution of the City of North Port to formally adopt the Citywide Sponsorship Policy

 

 

Recommended Action

 

Approve Resolution No. 2019-R-05 for adoption.

 

Background Information

 

Following a presentation regarding a proposed Citywide sponsorship program during a regular commission meeting on June 26, 2018, consensus was noted on the following:

 

                     Gold, silver and bronze sponsorships will be unlimited.

                     The program should allow a singular presenting sponsor, with the most benefits, but not exclusive to an event.

                     The presenting sponsor should be offered the first right of renewal, as long as they pay nine-months in advance.

                     A sponsor could hold the position of presenting sponsor at one event per year.

                     The program presented, with the alterations by the Commission, will be a City-wide policy and that each department will regulate the sponsor benefits for each event.

                     The sponsorship program will remain as an administrative regulation and not a Commission policy.

                     For City Attorney review the sponsorship contract.

 

The Citywide Sponsorship program has been updated according to Commission direction and the City Attorney has completed a review of the sponsorship contract and associated Administrative Rules & Regulations.

 

There was consensus at the June 26, 2018 regular meeting of the Commission for the sponsorship program to remain as an administrative regulation rather than a Commission policy. On January 11, 2019 the City Attorney’s Office provided a response to Parks & Recreation’s request for legal services review of the existing sponsorship contract which included a revised sponsorship contract template. However, the City Attorney’s office noted that processing sponsorship agreements via a contract would require each agreement to be signed by the City Manager, City Clerk, and City Attorney. To reduce processing time, the City Attorney’s Office advised requesting the Commission to permit the Sponsorship Program Administrative Rules & Regulations to be adapted into a policy as it would eliminate the contractual processing requirements and would reduce the time needed to secure sponsors.

 

The attached Resolution, Citywide Sponsorship Policy and Sponsorship Application have been reviewed and approved by the City Attorney.

Financial Impact

 

Multiple City Departments procure sponsorships to offset expenses. Parks & Recreation attracted over $15,000 in sponsors in FY18 and seeks to increase sponsorship agreements in upcoming fiscal years.
