TITLE:                     A Resolution of the City of North Port, Florida, Authorizing the City Manager or Designee to Execute Annual Grant Application and Related Non-Binding Documents

 

 

Recommended Action

 

Approve Resolution 2021-R-09 as presented.

 

Background Information

 

The purpose of this Resolution is to formalize an authorized City Official for grant applications and aid the City’s grant process uniformity and efficiency. Most grant applications require a signature from an authorized City Official. The City Code Charter Part I, Article IX, Section 9.05(l) states that the City Manager may, "sign all contracts, agreements, and applications for the City after such as been approved by the City Commission at a regular or special City Commission meeting."

 

Due to the quick turnaround time between grant announcements and deadlines, it is difficult to obtain Commission approval prior to submitting a grant application.  If an application does not specify an authorized City Official, the City Manager or designee is currently signing grant applications.  Staff then brings the final submitted application to Commission with language in the staff summary asking that the City Manager or designee be authorized to apply and accept the grant award.

 

By having this Resolution in place, staff will have documentation on hand that the City Manager is the signing authority.  Verification of this authority can be given to the granting agency if it is requested at the time of application or during an audit.

 

If this Resolution is passed, staff will continue to bring a staff summary with the final application to Commission for informational purposes with language asking that the City Manager be authorized to accept the award after legal review. 

 

Some grant programs will still require separate resolutions with special language.  Those resolutions will continue to be drafted and brought to Commission as needed.  Some applications will still require the Mayor’s signature and those will also be brought to Commission as needed.

 

This Resolution is intended to be updated annually, unless amended or repealed.

 

This Resolution was reviewed by the City Attorney for form and correctness.
