Recommended Action

Approve the utilization of Pasco County Contract IFB-JV-17-222 for additional integration and programming services from Benro Enterprises, Inc. DBA Rocha Controls for the Water Treatment Plant SCADA Server Upgrade Project, for a project total of $34,595.00.

Background Information

At the June 17, 2020 Budget Workshop, Commission directed staff to expedite a project originally proposed for Fiscal Year 20/21 for the replacement of outdated servers at the Myakkahatchee Creek Water Treatment Plant (MCWTP) because the current servers are operating on a Windows 7 platform, which is no longer supported by Microsoft. Staff was able to reallocate project savings from the Price Blvd Widening Project to have this project completed in the current fiscal year.

Pasco County Contract IFB-JV-17-222 was competitively procured and awarded to Rocha Controls on November 28, 2017. Utilities has received approval from both parties to utilize Contract IFB-JV-17-222. Utilities obtained Administrative approval in the early part of the fiscal year to utilize this contract for repair and maintenance services at the Water and Wastewater Treatment Plants on an as-needed basis for up to an annual anticipated amount of $81,160.00. In addition, at the April 14, 2020 meeting, Commission approved the utilization of the Pasco County Contract for two (2) additional projects at the MCWTP, totaling $81,237.00. While City Ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. Therefore, Utilities is requesting Commission approval for the utilization of this contract for the MCWTP SCADA Server Upgrade Project, for an additional $34,595.00.
