TITLE: Approve the Application to the U.S. Department of Justice Community Oriented Policing Services Hiring Program Grant for the Hiring of Ten (10) New Sworn Police Officers in the Amount of $1,250,000, and Authorizing the City Manager or the Mayor, as Applicable Under the City Charter, to Execute all Funding Documents After Legal Review, Should the Grant be Awarded to the City.
Recommended Action
Approve the application to the U.S. Department of Justice Community Oriented Policing Services Hiring Program Grant for the hiring of ten (10) new sworn Police Officers in the amount of $1,250,000, and authorizing the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.
Background Information
The U.S. Department of Justice Community Oriented Policing Services Hiring Program is a Competitive Grant Program designed to advance public safety through community policing by addressing the full-time sworn office needs of state, local, and tribal law enforcement agencies nationwide. The Community Oriented Policing Services Hiring Program provides funding directly to law enforcement agencies to hire new or rehire additional career law enforcement officers and to increase their community policing capacity and crime-prevention efforts.
North Port submitted an application for ten (10) new sworn Police Officers. The grant will pay for up to $125,000 per Officer for salary and benefits over a three-year period for a total of $1,250,000. If awarded, the City will provide matching funds for the rest of the salaries and benefits. The actual cost of matching funds is expected to be $1,540,000 over the same three-year period. Please note in the application, an automatic non-changeable match of $841,890 was calculated in the application system. After completion of the three-year period, the City assumes responsibility to fully fund the positions.
The grant application was submitted on May 11, 2023. Notification of award is expected in fall of 2023. If awarded, grant funds will be available shortly after the award. The City Attorney will review the Contract for legal correctness.
