Recommended Action

 

Approve Amendment #1 to Work Assignment No. 2022-03 with WSP USA Environmental & Infrastructure, Inc. (WSP) to complete a geotechnical survey at the Myakkahatchee Creek Environmental Park for an additional $11,094.00 for a total work assignment price of $106,738.20.

 

Background Information

 

On December 6, 2022, purchase order no. 049761 was issued to WSP for engineering services required for the replacement restroom at the Myakkahatchee Creek Environmental Park. The initial work assignment was issued for $95,644.20, with completion 18 months from issuance of the purchase order.

 

As development of the plans progressed, it was noted that the existing restroom structure and associated ramp are not compliant with current American with Disabilities Act (ADA) requirements, and the composting toilet is under-performing.  Although the site has a well for the water source and access to power, there is not a connection to sewer or septic and the existing composting restroom is not elevated above the site floodplain. The improvements in development will provide an elevated restroom structure (to meet floodplain requirements) with ADA-compliant access from existing parking. There may be opportunity to increase the size of the restroom to support a two unit, single-occupant restroom configuration which could be prefabricated or built-in place. However, this would be dependent upon projected construction costs.

 

The amended work assignment will allow for geotechnical sampling and reporting as required to support structural recommendations for the replacement restroom/restroom connections.  The boring will be taken as near as possible to the proposed location of the new restroom facility.  Samples will be examined and a report describing field explorations, present finds, and a subsurface condition evaluation will result in a recommendation for use by the Structural Engineer to determine the most effective foundation for the new restroom. In conjunction with this amendment, an extension of 250 days for this work assignment is requested by WSP to allow for the geotechnical survey and analysis.

Procurement

 

Continuing Contract No. 2019-23-13 was procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida. Work Assignment No. 2022-03 as amended was issued under Continuing Contract No. 2019-23-13.
