Recommended Action

 

Option 1: Approve Master Agreement Products and Services between the City of North Port, Florida, and Environmental Systems Research Institute, Inc. (ESRI) for the Geographic Information System (GIS) Software Subscription with a term of three years in the amount not to exceed $180,900.

 

City Commission Options

 

Option 1: Approve Master Agreement Products and Services between the City of North Port, Florida, and Environmental Systems Research Institute, Inc. (ESRI) for the Geographic Information System (GIS) Software Subscription with a term of three years in the amount not to exceed $180,900.

 

                     Pros: The City will have continued City mapping services for employees and the public.

                     Cons: Commits the City to a contractual obligation and costs for the duration of the Agreement.

 

Option 2:  Deny the Master Agreement Products and Services between the City of North Port, Florida, and Environmental Systems Research Institute, Inc. (ESRI) for the Geographic Information System (GIS) Software Subscription with a term of three years in the amount not to exceed $180,900.

 

                     Pros: Staff have not identified an advantage to denying the Master Agreement.

                     Cons: The City will no longer have mapping and reporting functionality on multiple software platforms, affecting employees and the public.

 

Background Information

 

Since 2013, the City of North Port has maintained an ongoing Agreement with Environmental Systems Research Institute, Inc. (ESRI) to utilize its suite of Geographic Information System (GIS) applications, services, and training resources. ESRI’s GIS software has become a foundational element of the City’s infrastructure, supporting a wide range of operational and analytical functions across Departments.

 

GIS technology enables the City to collect, organize, analyze, and present data tied to geographic locations. Every Department relies on GIS tools or web maps in some capacity, and several components are also made available to the public. ESRI’s software is fully integrated with other critical systems, including the Public Works asset management system; the City’s public website and mobile applications; the City’s Accela application; the Police Department’s Computer Aided Dispatch (CAD) system; and the City’s Enterprise Resource Planning (ERP) platform.

 

The continued use of ESRI’s software and data is essential for delivering accurate, location-based insights and supporting informed decision-making throughout the organization. Entering into an Enterprise License Agreement (ELA) with ESRI will provide numerous benefits, including:

 

Ø                     Lower Cost per Unit:  The ELA offers significantly reduced costs per unit for licensed ESRI software, resulting in long-term savings for the City.

Ø                     Reduced Administrative and Procurement Overhead: by consolidating licensing under a single agreement, the City minimizes the time and resources spent on individual software purchases and renewals.

 

Ø                     Ongoing Maintenance and Updates:  All ESRI software deployed under the ELA will receive regular maintenance and updates, ensuring continued performance, security, and access to the latest features.

 

Ø                     Flexible Software Deployment: The Agreement allows the City to deploy ESRI software products as needed, without restrictions on timing or location, supporting evolving operational needs.

 

Ø                     Long-Term Integration Continuity: The ELA ensures consistent integration of ESRI tools across City systems over multiple years, supporting stability and strategic planning.

 

Ø                     City-Wide Training and Certification:  Staff across all Departments will have access to ESRI training and certification programs, enhancing GIS proficiency and supporting professional development.

 

The Master Agreement Products and Services provide for three years, not to exceed $180,900 with an annual cost of $60,300 and includes Fiscal Year 2025-2026.

 

The Master Agreement Products and Services between the City of North Port, Florida, and Environmental Systems Research Institute, Inc. (ESRI) for the Geographic Information System (GIS) Software Subscription with a term of three years has been reviewed by the City Attorney and is legally correct as to form.

 

The Master Agreement Products and Services has been submitted to the City Clerk’s Office on November 21, 2025, for signature, subject to City Commission approval.

Financial Impact

 

The total cost of the Master Agreement Products and Services is not to exceed $180,900 for the three-year term.  The annual amount of $60,300 has been included in the Fiscal Year 2025-2026 budget under account number 001-0710-516.54-00.

 

Procurement

 

Procurement of Enterprise Licenses is being made in accordance with Sec 2-407, Sole Source Guidelines of the City’s Procurement Code.
