No action is required; the City Commission may give direction to make changes to the draft fees and/or request additional information.
General Information
On adoption, proposed Ordinance No. 2024-13 will create a new Chapter 2 of the Unified Land Development Code which incorporates a number of new application types for the development review process. Until recently, Development Services staff intended to submit amendments to the city fee schedule by resolution at the August 6 City Commission meeting in conjunction with all of the ULDC-associated ordinances scheduled to be heard on that date. However, recent legal advice preventing the continuing efforts of the administration to bring forward an ordinance removing the City Fee Structure from the City Code have required a change in that intended approach. Therefore, staff is presenting a draft fee schedule for review prior to ULDC adoption, which fee schedule will be presented to the City Commission via ordinance at a future meeting, prior to the October 28, 2024, planned effective date of the new ULDC.
Due to the extensive nature of the amendments, a full addition/strike-through format is not being provided as that format would be extremely difficult to follow. However, in addition to the draft fee schedule, the backup material does include a document containing the existing development review, planning and zoning and arborist review and inspection fees with informational notes regarding certain changes. In addition to addressing the new development application types, the draft fee schedule includes some flattening of fees to provide increased efficiency in administration, as well as escalating fees for plan reviews beyond the average number required to incentivize accurate submittals and discourage site design by plan review.
