TITLE: Utilization of Ad-Vance Recruiting, LLC for temporary personnel services in the budgeted amount of $332,390.
Recommended Action
Approve utilizing Ad-Vance Recruiting, LLC for temporary personal services for an estimated and budgeted amount of $332,390 in fiscal year 2018.
Background Information
On September 8, 2014, December 14, 2015, and October 25, 2016, the City Commission approved an agreement to utilize Ad-Vance Recruiting, LLC for a variety of personnel services. Funds are budgeted in fiscal year 2018 budget to provide temporary personnel services. The employment services help the City meet staffing needs without hiring full time employees for temporary projects.
1. Road Bond Program Project Management and Contract Administration:
Public Works is requesting continued engineering services to complete the rehabilitation of 266 miles of Road Bond roads including program management, specialized review of rehabilitation methodologies, stormwater coordination and permitting or road related drainage improvements, public information assistance, as-built documentation, and close out coordination for existing road pavement management system. Public Works estimates $210,000 will be needed this upcoming fiscal year to finish the Road Bond project.
2. Customer Service Representative and Lucity Data Entry in Public Works:
The Customer Service section of Public Works is a high demand, high traffic area. Employees answer an average of 400-600 calls/emails a week, with more calls during rain events, construction, special projects, and when seasonal residents return/leave. In addition to communicating with the public, Customer Service communicates with City staff (Solid Waste, Road & Drainage and Engineering) on a daily basis to provide efficient services to our residents. Temporary employees are periodically needed to help cover phones and the welcome area during high volume periods.
Also, for the past several years, Public Works has been building an Asset Management System which will maintain an accurate record of all Public Works infrastructure and provide the information needed to plan and prioritize our maintenance and replacement projects each year. Public Works plans to inventory, GPS and inspect the following infrastructure: City-owned streetlights, ponds, outfalls, catch basins and inlets. PW plans to hire part-time personnel to capture and enter this information into our Lucity Asset Management System to complete the project.
3. Various Assignments for Neighborhood Development Services:
An estimated amount of $50,000 may be needed for Neighborhood Development Services for inspection, permitting, planning, and consulting services.
4. Unforeseen Circumstances - Other Departments:
There may be unforeseen events or circumstances which may necessitate the Public Works, Utilities, Human Resources or other City Departments to utilize the services of Ad-Vance Talent Solutions, Inc.
While temporary personnel services are exempt under City procurement code, the City Manager’s policy requires all procurement over $100,000 be presented to Commission for consideration. All appropriate forms, procedures and processes have been validated by Procurement.
