Recommended Action
Approve the Award of the Myakkahatchee Creek Greenway Disc Golf Course Development Project to Jon F. Swift Construction in the amount of $149,912.00.
Background Information
The following provides a chronological order of events for the Myakkahatchee Creek Greenway Disc Golf Course Development Project:
Ø January 22, 2021: Requests for Quotes (RFQ) No. 2021-19 Myakkahatchee Creek Greenway Disc Golf Course Development was issued. Quotes were due February 12, 2021. One submittal was received, and it was $40,000 over the project budget of $50,000. Therefore, the submittal was rejected, and the solicitation was cancelled.
Ø June 2021: During the City Commission Budget Workshops by consensus, the Commission approved an additional $100,000 in funding from a Surtax allocation for the Disc Golf Course Project.
Ø December 8, 2021: With the additional project funding in place for Fiscal Year 2022, Requests for Letters of Interest (RLI) No. 2022-03 was developed and issued. Submittals were due on January 14, 2022. Two deadline extensions were advertised, and on February 1, 2022, no submittals were received in response to the solicitation. Following the lack of responses, a request to cancel the RLI was prepared. When fewer than two responsive and responsible bids or proposals are received following any solicitation, in accordance with the Code of the City of North Port, Florida, the City reserves the right to reject all bids and proposals and to negotiate with any responsible provider to secure the best terms and conditions in the interest of the City.
Ø February 12, 2022: The City Manager granted approval to the Parks & Recreation Department and Purchasing Division staff to move forward with direct contract negotiations with a vendor to secure installation services of the Disc Golf Course. Upon review of the previously submitted course layout, staff recommended negotiating with Jon F. Swift Inc., as a responsible provider able to deliver the needed services.
The proposed nine-hole course meets the guidelines established by the Professional Disc Golf Association and is designed to include a footprint that has minimal impact to the environment. The course will be accessible to all ages and abilities, between sunrise and sunset daily. The course will not require lighting, electricity, or utilities.
Upon approval by the Commission, a Purchase Order will be issued to bind the agreed upon scope and fees with standard City terms and conditions.
