TITLE: Contract No. 2017-29 with U.S. Water Services Corp. for Lift Station Rehabilitation Project Phase 1 for $175,594.07 plus contingency of $17,559, for a total amount of $193,153.07.
Recommended Action
Approve Contract No. 2017-29 with U.S. Water Services Corp. for Lift Station Rehabilitation Project Phase 1 for $175,594.07 plus contingency of $17,559.00, for a total amount of $193,153.07.
Background Information
The City has 102 lift stations throughout its wastewater collection system which move wastewater through the City’s sewer mains to the wastewater treatment plant for treatment.
Each year, Utilities budgets for the rehabilitation of City lift stations to keep up with the wastewater collection system’s aging infrastructure. Utilities has identified Lift Stations 4, 70, and 31 as being priority lift stations for rehabilitation to ensure proper system function. The rehabilitation for each station includes the relocation and installation of new valves above ground, new station piping, and the lining of each wet well.
This project was budgeted for completion in FY2015-2016 (U16LSR), and a Request for Formal Quotes was issued in August, 2016, however, the quotes received exceeded $100,000, requiring a formal bid be issued. Utilities issued Request for Bid 2017-29 on January 6, 2017, to which two (2) firms responded, with U.S. Water Services Corp. being determined the lowest, responsive, responsible bidder. While the bid amount is higher than the original project estimate, Utilities has sufficient funding from savings in a prior lift station project (U15LSR), as well as funding budgeted in the current year’s lift station rehabilitation project (U17LSR) to cover the cost of this project. Utilities has revaluated and reprioritized lift stations to be rehabilitated in Project U17LSR to ensure that adequate funds are available to complete this project.
Accordingly, Utilities requests approval to award Contract No. 2017-29 to U.S. Water Services Corp.
Legal has reviewed the contract as to form and correctness.
