TITLE:                     Approve Utilizing Temporary Staffing Agencies, Including but Not Limited to, Ad-Vance Recruiting, LLC, for Employment Services on an ‘As Needed Basis’ for an Estimated Amount of $233,160 in Fiscal Year 2021.

 

 

Recommended Action

 

Approve utilizing temporary staffing agencies, including but not limited to, Ad-Vance Recruiting, LLC, for employment services on an ‘as needed basis’ for an estimated amount of $233,160 in Fiscal Year 2021.

 

Background Information

 

Annually, the City Commission has approved an agreement to utilize Ad-Vance Recruiting, LLC for a variety of personnel services.  To ensure the ability to obtain qualified candidates when necessary, there may be a need to utilize additional agencies.  Funds are budgeted in fiscal year 2021 to provide temporary personnel services.  The employment services help the City meet staffing needs without hiring full time employees for temporary projects or needs.

In the approved budget for FY21, the line item explanations for account 135-2700-524.34-00 are very specific to the needs of the department.

 

Document retention services $100,000 - this would encompass a temporary staff position through Advance Recruiting and an external vendor to assist with transitioning building documents into electronic record retention. As stated, when these items were budgeted, this is a highly labor-intensive project and involves thousands of paper permits from prior years that must be retained. It takes one hour to scan an entire house permit package, multiply that times 12,000, and that is just for this year. The entire $100,000 would not be spent only on the staff assistant, it would also include an outside vendor. The department will work with IT to help identify vendors that will be able to assist with the department needs for permanent record retention.

 

Contracted services, plan review & inspections $50,860 - temporary services for a Building Official. The Florida statute requires every municipality to have the services of a Certified Building Official on hand. The Building Division cannot operate without a Building Official, the cost is $100 per hour. There may also be other needs under this category with temp services regarding plans review.

 

In addition, the Building Division has an obligation to its customers to provide quality services and utilize its funds to improve the permitting and plan review process. Neighborhood Development Services believes its fund balance has the necessary funds to support this and additional service upgrades.
