TITLE: Utilize the State of Florida Department of Management Services Agriculture and Lawn Equipment Contract No. 21100000-15-1 to purchase one (1) replacement utility tractor in the estimated amount of $14,144.80; the National Joint Powers Alliance Grounds Maintenance Equipment, Attachments, Accessories, and Related Services Contract No. 062117-DAC to purchase three (3) utility vehicles in the estimated amount of $35,611.68; and the National Joint Powers Alliance Agricultural Tractors with Related Equipment and Accessories Contract No. 021815-DAC for one (1) replacement tractor in the estimated amount of $81,814.53, all for the Public Works Department, Operations & Maintenance Division from Deere & Company for a total amount of $131,571.01. These equipment purchases were approved in the fiscal year 2018 budget.
Recommended Action

Background Information
The Public Works Department, Operations and Maintenance Division is replacing one 2005 Challenger tractor (CID 70794) with a John Deere 5125R tractor; one 2009 John Deere 720 tractor and deck (CID 71443) with a John Deere 1025R and deck; and two 2009 Gators and one 2005 Suzuki utility vehicle (CID’s 71441, 71442, and 70493 respectively) with John Deere HPX615E utility vehicles. The tractors are used for mowing and the utility vehicles are used for finished mowing and pesticide application in the maintenance of City rights-of-way. All the replacement vehicles will be traded in with the exception of the Suzuki utility vehicle CID70493, which was auctioned in June 2017.
Deere & Company is a contracted vendor under the State of Florida Department of Management Services Agriculture and Lawn Equipment Contract, National Joint Powers Alliance Grounds Maintenance Equipment, Attachments, Accessories, and Related Services Contract and National Joint Powers Alliance Agricultural Tractors with Related Equipment and Accessories Contract. These contracts are made available to all governmental, higher education, K-12 education, not-for-profit, tribal government, and all other public agencies located in all fifty states. Using these cooperative bids, local government agencies are able to obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name.
While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures and processes have been reviewed by Procurement.

Procurement
The utilization of the State of Florida Department of Management Services Agriculture and Lawn Equipment Contract No. 21100000-15-1 and the National Joint Powers Alliance Agricultural Tractors with Related Equipment and Accessories Contract No. 021815-DAC Bid to procure the listed equipment is permitted per Sec. 2-403 (a)(4)(b) of the City Procurement Code.
