Recommended Action

 

Option 1: Approve Work Assignment No. 2026-07PW with Kisinger Campo & Associates, Corp. for Professional Engineering Services for the rehabilitation of Bridge No. 175049 located on South Sumter Boulevard over Cocoplum Waterway in the amount of $151,652.52.

Option 1: Approve Work Assignment No. 2026-07PW with Kisinger Campo & Associates, Corp. for Professional Engineering Services for the rehabilitation of Bridge No. 175049 located on South Sumter Boulevard over Cocoplum Waterway in the amount of $151,652.52.

 

                     Pros: Allows the City to proceed with design and eventual rehabilitation of Bridge No. 175049, addressing the identified deficiencies and extending the useful life of the structure.

                     Cons: Funding in the amount of $151,652.52 will no longer be available for other potential Public Works needs.

                     

Option 2: Deny Work Assignment No. 2026-07PW with Kisinger Campo & Associates, Corp. for Professional Engineering Services for the rehabilitation of Bridge No. 175049 located on South Sumter Boulevard over Cocoplum Waterway in the amount of $151,652.52.

 

                     Pros: Funding in the amount of $151,652.52 would remain available for other potential Public Works needs.

                     Cons: Prevents the City from proceeding with the design and eventual rehabilitation of Bridge No. 175049, leaving the identified deficiencies unaddressed and potentially allowing further deterioration.

 

Background Information

 

In February 2026, the Florida Department of Transportation (FDOT) notified the City that a routine inspection through their agency’s bridge inspection program revealed signification deficiencies on Bridge No. 175049, primarily concerning multiple bearing issues, and advised the City to prioritize this bridge for repair.

 

Previous inspection reports identified other deficiencies including various concrete cracks and spalls, a worn bridge deck and approach slabs, worn and failing joints, overturning of wingwalls, and slope stabilization concerns.

 

This rehabilitation project is intended to address the deficiencies identified in prior inspections and FDOT’s notice to the City.

 

Work Assignment No. 2026-07PW was provided to the City Clerk’s Office on June 30, 2026, for signature, subject to City Commission approval.

Funding in the amount of $110,087.84 has been allocated in the Fiscal Year 2026 Road and Drainage District Budget, Project Number R19BRR account number 107-5000-541.63-00.

 

Funding in the amount of $22,489.64 has been allocated in the Fiscal Year 2026 Road and Drainage District Budget, Project Number R21BRR account number 306-5000-541.63-00.

 

Funding in the amount of $19,075.04 has been allocated in the Fiscal Year 2026 Road and Drainage District Budget, Project Number R23BRR account number 306-5000-541.63-00.

 

Procurement

 

Professional Engineering Services were procured, for Agreement 2024-14, pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida.
