TITLE:                     Discussion and Possible Action Regarding Community Development Block Grant Entitlement Funds

 

 

Recommended Action

 

Direct staff to pursue renewal of existing agreement with Sarasota County or proceed with steps towards becoming an entitlement community receiving funds directly from the U.S. Department of Housing and Urban Development.

 

Background Information

 

The City of North Port is entitled to receive Community Development Block Grant (CDBG) funds directly from the U.S. Department of Housing and Urban Development.  Since the 1990’s, the City of North Port has deferred CDBG entitlement funds to Sarasota County.

 

The U.S. Department of Housing and Urban Development will be sending the City a letter this spring asking if we want to participate as an entitlement community or continue to defer our funds to Sarasota County.  If we chose to receive our funds directly from the U.S. Department of Housing and Urban Development, there are steps we must complete and submit prior to August 16, 2022.

Financial Impact

 

If the City chooses to receive and oversee our entitlement funds, a budget amendment would be required for $81,000 from the General Fund. $75,000 is for a consultant to prepare and submit required plans to the U.S. Department of Housing and Urban Development prior to the deadline. $6,000 is for the office set up and equipment for a new Program Administrator who would begin in October 2022.  There is no financial impact to defer funds to Sarasota County.
