Background Information
The following provides a chronological order of events pertinent to Ordinance No. 2025-14:
Ø January 8, 2024: During the City Commission Workshop, the Commission discussed agenda item no. 24-0041, Discussion and Possible Direction Regarding the Appendix A - City Fee Schedule and City Fees Study. At the conclusion of the discussion, the Commission made the following consensuses:
ü A consensus was requested to direct the City Manager to work with staff to conduct a fee study on all Building Department fees and any new fees instituted in Fiscal Year 2023-2024.
ü There was a consensus to direct the City Manager to conduct a fee study analysis of all fees listed in Appendix A.
Ø March 3, 2025: During the City Commission Workshop, Dennis Goral, Project Manager, Willdan Financial Services, provided a presentation on the North Port Florida 2025 Comprehensive User Fee Study and the comprehensive fee model, which identifies the full cost of providing services, including overhead, direct and indirect costs.
The recommended fees have been incorporated in the annual Appendix A - City Fee Schedule. Changes to the fees are indicated using strike-through for deletions and underline for new or modified fees, as reflected in Appendix A - City Fee Schedule of Ordinance No. 2025-14.
In addition, the Parks and Recreation Department conducted additional analysis of Warm Mineral Springs Park admission fees. Based on this analysis, the Department proposes adjustments to the multi-visit pass fees, discontinuation of the annual pass, and the addition of a new Sarasota County resident rate category to make Warm Mineral Springs Park more accessible to nearby households and encourage local tourism.
Ordinance No. 2025-14 has been reviewed by the Interim City Attorney and is legally correct as to form.
The Business Impact Estimate for Ordinance No. 2025-14 will be posted timely on the City’s website prior to final reading, per Florida Statutes Section 166.041(4).
