TITLE: Contract No. 2016-57 with Odyssey Manufacturing Co. for the Myakkahatchee Creek Water Treatment Plant (MCWTP) Chemical Feed and Piping Improvements for a total amount of $331,342.00.
Recommended Action
Approve Contract No. 2016-57 with Odyssey Manufacturing Co. for MCWTP Chemical Feed and Piping Improvements in the amount of $301,220.00 plus a 10% contingency amount of $30,122.00, for a total amount of $331,342.00.
Background Information
Like most water treatment plants in Florida which have chloramination for disinfection, the Myakkahatchee Creek Water Treatment Plant (MCWTP) uses anhydrous (a/k/a gaseous) ammonia as its ammonia source. In the past 10 years, many utilities in Florida began switching their gaseous ammonia systems to liquid ammonia for safety and risk management reasons.
This project will change the ammonia chemical feed system from gaseous anhydrous ammonia to liquid ammonium sulfate at the MCWTP. In addition to improving safety by eliminating the use of ammonia gas and pressurized gas storage tank, the chemical feed improvements include instrumentation and equipment that will allow for more accurate dosing, which is anticipated to improve the distribution system water quality. As part of this project, an existing bottleneck in the transfer piping at the WTP will also be eliminated.
On August 12, 2016, the City issued a Request for Bid (RFB 2016-57) for the MCWTP Chemical Feed and Piping Improvements Project, with mandatory pre-bid meeting held on August 22, 2016. Due to the project complexity and limited access to the project area, as it is restricted and secured, it was determined by the Utilities Department that a mandatory pre-bid meeting was necessary. Only two bidders attended the meeting and both attendees submitted bids. The bids were higher than anticipated and the City requested the design engineer to review the submittals. As we and neighboring entities are seeing, construction costs are increasing. Based on the review of the bids, staff deemed Odyssey Manufacturing Co. as the lowest responsive, responsible bidder.
Legal has reviewed the contract as to form and correctness.

Financial Impact
The amount of $248,507 is available in 420-6061-533.63-00 and $82,835.00 is available in 423-6061-533.63-00 for a total of $331,342 in Project No. U15WTP.
