Recommended Action
Option 1: Approve the application to the Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program in the amount of $305,000 for the Greenwood Avenue Sidewalk Widening Project, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

Background Information
The City of North Port has applied to the HUD CDBG Program for the Greenwood Avenue Sidewalk Widening Project in the amount of $305,000.
The purpose of CDBG funds is to create and improve communities by providing housing, economic opportunities, and community services. CDBG funds are primarily used to benefit low- and moderate-income residents. CDBG funds originate with Housing and Urban Development and are managed by Sarasota County and then passed through to municipalities within the County.
Grant funds will be used to widen the existing 8-foot-wide sidewalk to a 12-foot-wide shared-use path on the south side of Greenwood Avenue, between the driveway entrance to Dallas White Park and Sumter Boulevard.
This is a reimbursable grant, meaning the City will spend first and then request reimbursement from the granting agency.
If awarded, the Grant Contract will be reviewed by the City Attorney to ensure that it is legally correct to form.

Financial Impact
If awarded, the City will be eligible for reimbursement of up to $305,000 in CDBG funds for the Greenwood Avenue Widening Project, CIP R23GSW, with a total project construction budget of $908,709. Matching funds are not required for this grant program. However, Public Works has budgeted $603,709 in their Fiscal Year 2026 Budget, account 107-5000-541-63-00 to cover the remainder of the project cost.
