TITLE: Approve the Sole Source Platform Activation Agreement Between the City of North Port and Guardian Alliance Technologies, Inc., a Free Electronic Pre-Screening Program with On Demand Charges as Utilized.
Recommended Action
Approve the sole source Platform Activation Agreement between the City of North Port and Guardian Alliance Technologies, Inc., a free electronic Pre-Screening Program with on demand charges as utilized.
Background Information
Guardian Alliance Technologies, Inc. software offers City of North Port Police Department the opportunity to more thoroughly and efficiently process applicant information through innovative solutions, technology, and strategic partnerships aimed at improving the process of vetting and hiring law enforcement professionals. This solution provides additional features to streamline and improve the background investigation process. Guardian Alliance Technologies offers free electronic applicant pre-screening. There are no set up fees, training fees, contract terms or data storage fees. These features could potentially save time and money when conducting background with applicants. There is no fee involved until the decision is made to move forward on hiring an individual and then the charge is up to $90 for the full complete background per each fully processed background investigation. The free features cannot be utilized without a signed Agreement. The pay per individual background feature will only be utilized if staff believes this product is worth the cost.
The City Attorney’s Office has reviewed the Agreement as to legal form and correctness.

Financial Impact
The cost is up to $90 per applicant and would be paid from the General Fund account 001-2100-521-35-00 as needed, not to exceed $5,000.
Procurement
Procurement of this Service Agreement is being made in accordance with Section 2-407, Sole Source Guidelines of the City’s Procurement Code.
