Recommended Action

 

Approve Work Assignment No. 2024-06-OF with DMK Associates, Inc. (DMK) to provide engineering services for the development of a multi-purpose sports field and site-wide Americans with Disabilities Act (ADA) improvements at Dallas White Park for a total work assignment price of $109,420.00.

 

Background Information

 

The Parks & Recreation Department, through the current Capital Improvement Program (CIP), has Project No. P24DWF to develop a regulation size multi-purpose sports field with field lighting at Dallas White Park to support the growing needs of local sports leagues. This will replace the currently underutilized softball field at this location. In addition, Parks & Recreation also has Project No. GM20AT to implement phased ADA improvements throughout the park system with Dallas White Park identified as a priority location for accessibility improvements including connection points to the existing public sidewalk system and additional sidewalks to connect amenities throughout the park.

 

The Project Manager of the Department of Public Works solicited a Request for Letters of Interest (RLI) on November 27, 2023, with responses due no later than December 18, 2023. This RLI garnered one response from DMK. After careful review, staff recommends awarding Work Assignment No. 2024-06-OF to DMK to provide the following services in development of a new multi-purpose sports field with lighting and design of ADA improvements:

 

Ø                     Project Management and Coordination to include a neighborhood meeting.

Ø                     Design and Permitting Services.

Ø                     Bid Phase Services.

Ø                     Construction Phase Services.

Financial Impact

 

Funding in the amount of $109,420.00 has been allocated in the Fiscal Year 2024 Parks & Recreation Department budget, Project Number P24DWF, account number 152-3036-572-63-00. Upon completion of design and engineering services, an estimate of construction costs will be provided to the City. Staff will prepare a budget amendment request or request additional funding through the CIP should construction costs exceed available project budget.

 

Procurement

 

Continuing Contract No. 2019-23-02 was procured pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional services selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida. Work Assignment No. 2024-06-OF as amended was issued under Continuing Contract No. 2019-23-02.
