TITLE: Approve the Eleventh Amendment to Agreement No. 2015-19 Professional Engineering Services for the Widening of Price Boulevard From Sumter Boulevard to Toledo Blade Boulevard By and Between the City of North Port, Florida, and Consor North America, Inc., in the Amount of $721,045.02.
Recommended Action
Option 1: Approve the Eleventh Amendment to Agreement No. 2015-19 Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc. in the amount of $721,045.02.
City Commission Options
Option 1: Approve the Eleventh Amendment to Agreement No. 2015-19 Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc. in the amount of $721,045.02.
• Pros: Adds design plans to install a water main and sewer main along the project corridor and allows the project to be advertised in separate phases, providing greater flexibility and adherence to the Resilient SRQ grant schedule.
• Cons: Increases project costs by $721,045.02, thereby reducing funding available for other Public Works and Utility Departments needs or projects.
Option 2: Deny the Eleventh Amendment to Agreement No. 2015-19 Professional Engineering Services.
• Pros: Preserves funding that could be reallocated to other operational needs or projects.
• Cons: Water and sewer lines would not be included along this segment of Price Boulevard, preventing capacity increases that are necessary to support future growth and development. Road and bridge segments of the project would have to be advertised and constructed as a single phase, requiring more upfront funding to complete the project thus creating challenges to adhering to the Resilient SRQ grant schedule.
Background Information
The following provides a chronological order of events regarding Agreement No. 2015-19, Professional Engineering Services for the Widening of Price Boulevard, from Sumter Boulevard to Toledo Blade Boulevard by and between the City of North Port, Florida, and Consor North America, Inc. pertaining to the work on the Myakkahatchee Creek bridge and widening west of Sumter Boulevard:
Ø September 28, 2015: During the City Commission Regular Meeting, the Commission approved Agreement No. 2015-19 between the City of North Port, Florida, and American Consulting Engineers of Florida, LLC for professional engineering services to design and produce plans for the Price Boulevard Widening Project. American Consulting Engineers of Florida, LLC has since been acquired by Consor North America, Inc.
Ø January 24, 2023: During the Regular City Commission Meeting, the City Commission approved the Sixth Amendment to Agreement No. 2015-19, which expanded the scope of work to include the design of the bridge carrying Price Boulevard over the Myakkahatchee Creek.
Ø February 27, 2024: During the City Commission Regular Meeting, the Commission approved the Eighth Amendment to Agreement No, 2015-19, further extending the design scope to include the approximately 1,500-foot gap between the Myakkahatchee Creek bridge and Sumter Boulevard.
Ø October 14, 2025: During the City Commission Regular Meeting, the Commission approved the Tenth Amendment to Agreement No. 2015-19 adding lighting design to the scope of work.
The Myakkahatchee Creek Bridge and widening for the road segment between the Myakkahatchee Creek (creek) and Sumter Boulevard is currently under design. The North Port Utilities Department has requested that water and sewer mains be added to the construction plans for this segment of Price Boulevard, increasing conveyance capacity to the Pan American Wastewater Treatment Plant and supporting continued growth within the Toledo Blade and Price Boulevard corridor, as well as other areas of legacy North Port. These improvements were identified in Utilities’ Wastewater Master Plan and are necessary to accommodate projected development.
Furthermore, due to budgeting constraints and scheduling obligations associated with the Resilient SRQ grant which is funding a portion of the Myakkahatchee Creek Bridge, it has been determined that this project should be divided into two phases: one for the bridge, and one for the rest of the roadway. This phasing will allow the bridge to be constructed first and separately from the rest of the roadway widening. The Eleventh Amendment revises the scope of work to have these phases divided into separate sets of construction documents, allowing each phase of construction to be bid separately. This phasing of the project requires some additional engineering effort to ensure that the stormwater system can function properly, and traffic can pass through safely while in between project phases.
The cost of the additional work is $721,045.02, which includes post design services such as shop drawing review and approval and responding to contractor requests for information (RFIs). This Eleventh Amendment will only affect the portion of Price Boulevard west of Sumter Boulevard, including the Myakkahatchee Creek Bridge. There are no impacts to the time or cost for the ongoing widening of Price Boulevard between Sumter Boulevard and Toledo Blade Boulevard. A time extension to the contract is not required as part of this amendment.
Approval of the Eleventh Amendment to Agreement No. 2015-19 will bring the Agreement total to $5,864,551.18 as summarized in the table below:

The Eleventh Amendment to Agreement No. 2015-19 was provided to the City Clerk’s Office on May 15, 2026, for signature subject to City Commission approval.
