TITLE:                     Approve the Interlocal Agreement by and Between Sarasota County Sheriff’s Office and City of North Port, Florida, New College of Florida Campus Police Department, and Sarasota Manatee Airport Authority Regarding Primary Public Safety Answering Point, Which Outlines the Direct Communication for Immediate and Undelayed Law Enforcement Response During Active and Imminent Threats to Life.

 

 

Recommended Action

 

Approve the Interlocal Agreement by and between the Sarasota County Sheriff’s Office and the City of North Port, Florida, on behalf of the North Port Police Department, New College of Florida Campus Police Department, and the Sarasota-Manatee Airport Authority on behalf of the Airport Police Department and the Airport Rescue and Firefighting Department, which outlines direct communication for immediate and undelayed law enforcement response during active and imminent threats to life.

 

Background Information

 

Florida Statute §365.179 resulted from the recommendations of the Marjory Stoneman Douglas High School Public Safety Commission and now provides for the immediate and undelayed response of law enforcement by allowing direct communication between first responder agencies during a public safety emergency.  This communication is essential for effective public safety where seconds matter in the response to a call for help involving an active and imminent threat to life or great bodily harm.

 

An interlocal agreement is a requirement of the statute and will allow the City of North Port and the Sarasota County Sheriff’s Office to have direct radio communication between 911 public safety answering points (PSAP) and first responders.  It will supersede the current agreement filed on March 9, 2021, and includes additional ’rollover call’ and ‘discrimination’ provisions not previously addressed.

 

Upon execution, this agreement will be filed with the Sarasota County Clerk of Court and with the Florida Department of Law Enforcement with written certification that all PSAPs are in compliance and public safety collaboration is in place.  It will remain in effect until terminated in writing.

 

The agreement has been reviewed by the City Attorney and is legally correct as to form.
