(Sandy Hook, CT); 7) 22-730H With Municipal Equipment Company (Orlando, FL); 8) 22-730I with North American Fire Equipment Co. Inc. (Decatur, AL); 9) 22-730J with TechnicalRescue.com, Inc.                      Pros:  Allows the City to benefit from volume pricing established through Lake County’s competitively procured Contract, saving the City time and administrative effort while enabling timely purchasing of essential Fire Department equipment, uniforms, personal protective equipment (PPE), repairs, and replacement parts without having to issue a separate solicitation.

                     Cons: Reliance on an external cooperative contract may limit opportunities for the City to develop its own vendor relationships or tailor contract terms independently over time.

 

Option 2:  Deny the utilization of the following Lake County, Florida, Contracts: 1) 22-730A with All Safe Industries, Inc. (Louisville, KY); 2) 22-730B with Bennett Fire Products Company, LLC (Woodstock, GA); 3) 22-730C with Fisher Scientific Company, LLC (Tampa, FL); 4) 22-730D with Henry Schein, Inc. (Melville, NY); 5) 22-730E with Life-Assist, Inc. (Rancho Cordova, CA); 6) 22-730G with Municipal Emergency Services, Inc. (Sandy Hook, CT); 7) 22-730H With Municipal Equipment Company (Orlando, FL); 8) 22-730I with North American Fire Equipment Co. Inc. (Decatur, AL); 9) 22-730J with TechnicalRescue.com, Inc. (Cooper City, FL); and 10) 22-730K with Ten-8 Fire & Safety, LLC, for Fire Equipment, Supplies, and Services on an as-needed basis in an amount not to exceed $2,090,000 annually through the term ending on July 31, 2027, and authorize the City Manager to approve any modifications or terminations in concurrence with Lake County.

 

                     Pros: Allows the City to develop and issue its own competitive solicitation tailored to the Fire Department’s specific operational needs, service expectations, and budget priorities, potentially resulting in more favorable pricing and contract terms.

                     Cons: Requires additional time and administrative effort to complete the procurement process, which will delay the acquisition of critical equipment, uniforms, PPE, repairs, and replacement parts necessary for Fire Department operations, with no guarantee that the pricing will be more favorable.

 

Background Information

 

The Fire Rescue Department seeks to utilize a Cooperative/Piggyback Contract established between Lake County, Florida, and the following Contracts and vendors: 

 

1.                     22-730A with All Safe Industries, Inc. (Louisville, KY)

2.                     22-730B with Bennett Fire Products Company, LLC (Woodstock, GA)

3.                     22-730C with Fisher Scientific Company, LLC (Tampa, FL)

4.                     22-730D with Henry Schein, Inc. (Melville, NY)

5.                     22-730E with Life-Assist, Inc. (Rancho Cordova, CA)

6.                     22-730G with Municipal Emergency Services, Inc. (Sandy Hook, CT)

7.                     22-730H With Municipal Equipment Company (Orlando, FL)

8.                     22-730I with North American Fire Equipment Co. Inc. (Decatur, AL)

9.                     22-730J with TechnicalRescue.com, Inc. (Cooper City, FL)

10.                     22-730K with Ten-8 Fire & Safety, LLC

 

These Contracts and vendors will be utilized for the procurement of fire equipment, supplies, and services necessary for daily operations.

 

The City may utilize this Cooperative Contract because the scope matches the City’s needs.  The Cooperative Contract was competitively solicited, and the pricing has been reviewed and determined to be reasonable and advantageous compared with conducting a separate solicitation. Use of the Cooperative Contract promotes efficiency; reduces administrative burden; and supports economy in procurement while remaining consistent with the City’s purchasing authority and any applicable internal approval requirements.

 

The underlying Lake County solicitation (ITB) was conducted through a formal competitive process substantially similar to the City of North Port’s procurement requirements. The resulting Contracts include specific provisions authorizing use by other governmental entities. The City Attorney completed a legal review on April 28, 2026, and determined the Contracts are eligible for City use and are legally correct as to form.

 

As a cost-savings measure, the greater purchasing volume of these Contracts allows for more favorable pricing that could be achieved through independent procurement. The use of the Cooperative Contract is in the City’s best interest and consistent with the City’s Procurement Policy emphasizing economy, efficiency, and fair purchasing. Staff will leverage the competitive pricing identified in the Lake County, Florida Contracts.

 

Moving forward, the Fire Rescue Department will utilize the established internal procurement process for all subsequent requisitions under these Contracts to ensure continued administrative oversight and compliance with City policy.

Financial Impact

 

Financial resources have been adequately budgeted in the Fire Rescue Department’s adopted fiscal year 2026 budget to support any purchase that may go through this Cooperative Contract for the remainder of Fiscal Year 2026.  Any purchase made on or after October 1, 2026, against this Cooperative Contract is contingent on an adopted fiscal year 2027 budget for the Fire Rescue Department.

 

Procurement

 

The utilization of this Cooperative Contract is consistent with Chapter 2, Administration, Article VIII, Procurement, Section 2-403(a)(4)(a) of the Code of the City of North Port, Florida.

 

The Fire Rescue Department will utilize the established internal procurement process for all purchases under these Contracts to ensure continued administrative oversight and compliance with the City procurement policies and procedures.
