Recommended Action

 

Option 1: Approve Resolution No. 2026-R-01 as presented.

 

City Commission Options

 

Option 1: Approve Resolution No. 2026-R-01 as presented authorizing the purchase of real property located on Hice Court.

 

                     Pros: Secures necessary access to the Cocoplum Waterway, supporting long-term maintenance and rehabilitation of the stormwater system.

                     Cons: The City will assume responsibility for future property maintenance, including landscaping and general upkeep.

 

Option 2: Deny Resolution No. 2026-R-01 as presented denying the purchase of real property located on Hice Court.

 

                     Pros: Saves upfront costs by avoiding immediate land acquisition and allows funding to be redirected to other potential needs of the Department of Public Works.

                     Cons: Without this access, future maintenance or rehabilitation of the Cocoplum Waterway may be delayed, increasing the risk of erosion, flooding, or other stormwater issues.

 

Background Information

 

The Department of Public Works is seeking authorization to purchase a parcel located on Hice Court, Parcel Identification No. 1132212038, currently owned by Demetrios and Patti Karavitis. This property provides strategic access to the Cocoplum Waterway and is needed to ensure the City can perform regular maintenance and future rehabilitation of the stormwater system in this area.

 

An appraisal completed on September 23, 2025, by Hettema Saba, LLC, listed the property value at $22,800.00. Public Works has worked with American Acquisition Group, LLC to negotiate the purchase, and the owners have agreed to sell the parcel to the North Port Road and Drainage District for the appraised amount of $22,800.00.

 

Resolution No. 2026-R-01 has been reviewed by the City Attorney and is legally correct as to form.

 

Resolution No. 2026-R-01 was provided to the City Clerk’s Office on December 23, 2025, for signatures, subject to City Commission approval.

Financial Impact

 

Funding in the amount of $22,800.00 is available in the Fiscal Year 2026 Road and Drainage District Budget, account number 107-5000-541.61-00, Capital Project R22RDD.

 

Procurement

 

Purchase of property will be pursuant to Sec.2-403 (a)(3)c of the City of North Port Procurement Code - Real property, real estate brokering, or appraising.
