Recommended Action
Approve Professional Engineering Services - Continuing Services Contracts for City of North Port Utilities No. 2020-58-01 through 2020-58-14 for City of North Port Utilities with Ardaman & Associates, Inc., Ardurra Group, Inc, Arehna Engineering, Inc., Black & Veach Corp, CDM Smith, Inc., Giffels & Webster Engineers, Inc., Hanson Professional Services, Inc., Infrastructure Solutions Services, Jones Edmunds & Associates Inc, Kimley-Horn & Associates, Reiss Engineering, Inc, Stantec Consulting Services, Inc, Tierra, Inc, and Universal Engineering Sciences, LLC., and authorize the City Manager to approve future extensions of these contracts.
Background Information
Utilities requires the services of qualified and experienced engineering firms to act as Consultants and/or Engineers of Record to the City for various utilities projects. Engineering service specialties needed include construction cost estimation; civil; structural; mechanical; electrical/instrumentation including plant SCADA system planning, installation, and training; environmental; and industrial. Other service specialties include biological and ecological evaluations; geological; geotechnical and hydrogeological investigations; and mapping and surveying.
Request for Proposals (RFP) No. 2020-58 was issued on June 17, 2020 to solicit the services of qualified and experienced firms to establish continuing contracts for professional engineering services with North Port Utilities in one or more of the following categories:
Category 1 - Water, Wastewater, and Reclaimed Water Treatment & Storage Systems: Assistance with study, permitting, design, construction/engineering/inspection (CEI), and operations and maintenance (O&M) activities associated with water and wastewater treatment plants, facilities and process improvements including facility expansions and improvements. This category shall also include indirect and direct potable reuse.
Category 2 - Water, Wastewater, and Reclaimed Water Conveyance Systems: Assistance with the study, permitting, design, CEI, and O&M activities associated with water/wastewater/reclaimed water distribution, collection and transmission systems as well as utility relocations within the City of North Port and Florida Department of Transportation (FDOT) rights of way.
Category 3 - Water, Wastewater, and Reclaimed Water Planning: Assistance with the evaluation of the OWNER’s service area needs for growth planning. Work efforts may include evaluating growth and new service impacts to the utility, surface and ground water resource management, consumptive use permitting, system engineering reports, flow monitoring data analysis, master planning efforts and updates, Geographical Information System (GIS) analytics, as well as hydraulic modeling.
Category 4 - Electrical and Instrumentation/Controls: Assistance with study, planning, design and CEI activities associated with specific electrical and/or instrumentation/control system improvements or modifications at all North Port Utility facilities.
Category 5 - Geotechnical: Assistance with geotechnical services to support design and construction activities. Services may include studies, reports, field investigations and testing, as well as laboratory analysis for utility projects.
Twenty-two firms submitted proposals for one or more of the five categories by the July 20, 2020 deadline. On July 31, 2020, the proposals were evaluated and ranked based on the established criteria for each category. In categories 1-3, the eight highest ranking firms were selected for award. In categories 4 and 5, the five highest ranking firms were selected. Overall, the following fourteen firms were selected in one or more of the categories.

Under Continuing Contracts 2020-58-01 through 2020-58-14, Utilities will issue a letter of interest for each specific project to all qualified firms detailing the project description, scope of work, project goals, and the proposed budget and schedule. Interested firms will be given the opportunity to submit a qualifications-based proposal. City staff will award projects based on an evaluation of the proposals submitted and work with the selected firm to finalize a detailed scope and fee schedule prior to issuing a work assignment. When circumstances dictate a more streamlined process, direct selection may be used to generate a Work Assignment. Justification for utilizing this process will be provided to Procurement. In accordance with Florida State Statute 287-055, as amended, professional services under Continuing Contract 2020-58 will not be sought for projects with estimated construction costs exceeding $4 million and individual work assignments issued will not exceed $500,000. Any individual work assignment $100,000 or greater will require Commission approval.
The Contracts have been reviewed by the City Attorney and approved as to form and correctness.

Financial Impact
Utilities has multiple projects budgeted and planned over the five-year Capital Improvement Plan, with funding in various operating and capital accounts.

Professional Services were procured pursuant to Sec. 2-406 of the City of North Port Procurement Code and Florida Statute 287-055, as amended, Consultants’ Competitive Negotiation Act.
