Option 1: Approve the First Amendment to the Agreement By and Between the City of North Port, Florida, and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zones.

Option 1: Approve the First Amendment to the Agreement By and Between the City of North Port, Florida and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zones.

                     Pros:    Approval of the First Amendment to the Agreement  By and Between the City of North Port, Florida, and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zones  will allow the North Port Police Department to provide enhanced enforcement efforts to address excessive speeding while increasing traffic safety and reducing speeding violations in school zones while school is in session.

                     Cons: The potential for a negative perception of the community for implementing a speed detection system in school zones while school is in session.

 

Option 2: Deny the First Amendment to the Agreement By and Between the City of  North Port, Florida, and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zones.

                     Pros: Stops the negative perception of the community for implementing a speed detection system in school zones while school is in session.

                     Cons: Negatively impacts the North Port Police Department’s ability to address the excessive speed in school zones while school is in session.

 

Background Information

 

During the City Commission’s Regular Meeting held on September 23, 2025, the Commission approved the Agreement By and Between the City of North Port, Florida, and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zone. Approval of this Agreement allows the North Port Police Department to implement school zone speed cameras. This Agreement complies with House Bill 657 and will be utilized to address excessive speed in school zones while school is in session, reducing the speeds of vehicles traveling through active school zones while children are arriving and leaving with the use of speed detection systems at designated school zones.  This aligns with the Police Department's commitment to community traffic safety.

 

The following provides a summary of the changes included in the First Amendment to the Agreement By and Between the City of North Port, Florida and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zones:

 

Ø                     The First Amendment to the Agreement is effective as of the date the last party approves or executes it, as applicable, (the “Effective Date”) and shall continue as otherwise provided in the Original Agreement.

 

Ø                     Term. The term of the First Amendment to the Agreement shall have an initial term commencing on the date the Agreement is signed by both parties and expiring on June 24, 2029.   

 

Ø                     The Summary Report of Monthly Receipts (Gross) less calculated fees (Net) shall be sent to City’s Accounting Manager and Police Department Senior Business Manager.

 

Ø                     The First Amendment to the Agreement includes a new Exhibit B, Certificate of Liability Insurance. This replaces Exhibit B, Certificate of Liability Insurance in the Original Agreement.

 

Ø                     A new Exhibit C, City of North Port Insurance Requirements Form has been included in the First Amendment to the Agreement.

 

The First Amendment to the Agreement By and Between the City of North Port, Florida, and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zones has been reviewed by the City Attorney and is legally correct as to form.

 

The First Amendment to the Agreement By and Between the City of North Port, Florida, and RedSpeed Florida, LLC for the Speed Detection Camera System for School Zones was submitted to the City Clerk's Office on October 28, 2025, for signature subject to City Commission approval.

Financial Impact

 

The implementation of RedSpeed Cameras in school zones will have a neutral financial effect on the City. All expenses related to installation, operations, maintenance, and violation processing will be fully financed by RedSpeed. Furthermore, the City will receive 65% of the revenue from each fine collected, without bearing any direct costs associated with the program. Should it be necessary to add an additional staff member to support this initiative, the annual salary for a full-time employee will be $67,447.00.

This procurement is being conducted pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-403 - Exemptions, subsection (a)(4)(a) of the Code of the City of North Port, Florida, which allows for the use of other governmental or public entity contracts to obtain goods and services.
