Recommended Action

 

Approve Resolution No. 2024-R-25 as presented.

 

Background Information

 

The Department of Public Works seeks to purchase Tract R, 51st Addition, parcel identification number 1141260522 on Irdell Terrace from property owner Qin Qiao for stormwater maintenance. This property is crucial to the City’s stormwater system as it contains outfall ditches that collect stormwater from nearby areas and directs it to a retention area. Although originally designated as park land, it was transferred to a private owner. Purchasing this property will allow the City to access and maintain the stormwater system. Staff may also explore and recommend other uses for parts of the property, such as the previously designated park land and a wooded area, or possibly sell them later.

 

A purchase price of $115,000 has been negotiated with Mrs. Qiao, although the property was valued at $195,823 by way of a Broker’s Price Opinion.

 

Resolution No. 2024-R-25 has been reviewed by the City Attorney and is legally correct as to form.

Funding in the amount of $115,000.00 is available in the Fiscal Year 2024 Road and Drainage District Budget, account number 107-5000-541.61-00, Capital Project R22RDD.

 

Procurement

 

Purchase of property will be pursuant to Sec.2-403 (a)(3)c of the City of North Port Procurement Code - Real property, real estate brokering, or appraising.
