Recommended Action

 

Approve award of Request for Bid 2023-01 Outsourced Mowing Services to Natural Designs Landscaping, LLC and authorize the City Manager to approve the future renewal terms.

 

Background Information

 

The Parks & Recreation Department, in conjunction with the Public Works Department prepared a Request for Bid (RFB) for Outsourced Mowing Services, which was advertised on DemandStar July 14, 2022.  This bid opportunity was sent to 215 suppliers and there were 21 suppliers who downloaded the bid opportunity. On August 16, 2022, four (4) bids were received for RFB No. 2023-01 from the following vendors:

 

Ø                     Aero Groundtek, LLC

Ø                     Walkers Services Inc.

Ø                     Brightview Landscape Services, Inc.

Ø                     NDL LLC, dba Natural Design Landscaping

 

Based on the sealed bids received by the Purchasing Division of the Finance Department and the award criteria contained in the solicitation, Parks & Recreation and Public Works Departments recommend to award all locations included in RFB No. 2023-01 to NDL LLC, dba Natural Design Landscaping.

 

The term of this Contract is one-year starting on October 1, 2022, and ending September 30, 2023. This solicitation also allows for up to two (2) one (1) year renewal terms at the completion of the initial term.

 

As permitted by the Procurement Code, purchase orders will be issued upon award of this bid and any subsequent renewals. The Purchase Order submitted Bid form signed by the Bidder, together with the complete bid package and any addenda furnished by the City shall constitute a binding contract.

 

Request for Bid 2023-01 Outsourced Mowing Services to Natural Designs Landscaping, LLC has been reviewed by the City Attorney and is legally correct as to form.

Financial Impact

 

Funding in the amount of $95,000 is budgeted in the Facilities Maintenance FY 2023 budget in account number 001-0760-519.46-09, R&M Landscaping.

 

Funding in the amount of $63,130 is budgeted in the Parks & Recreation FY 2023 budget in account number 001-3038-572.46-09, R&M Landscaping.

 

Funding in the amount of $39,990 is budgeted in the Warm Mineral Springs Park account 125-3036-572-46-09, R&M Landscaping.

 

Procurement

 

Outsourced mowing services were procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-404 - Competitive Sealed Bid Process of the Code of the City of North Port, Florida.
