Recommended Action

 

Option 1: Approve Change Order No. 1 to Work Assignment 2025-12PW under Professional Engineering Services - Continuing Services Contract No. 2024-14.11 by and between the City of North Port, Florida and OCI Associates, LLC for indoor air quality for Police Department Headquarters located at 4980 City Hall Boulevard North Port, Florida, 34286 in the amount of $184,030.00.

Option 1: Approve Change Order No. 1 to Work Assignment 2025-12PW under Professional Engineering Services - Continuing Services Contract No. 2024-14.11 by and between the City of North Port, Florida and OCI Associates, LLC for indoor air quality for Police Department Headquarters located at 4980 City Hall Boulevard North Port, Florida, 34286 in the amount of $184,030.00.

 

                     Pros: Allows staff to proceed with a comprehensive professional engineering evaluation of the Police Department Headquarters’ HVAC system and building envelope. This work is intended to identify and develop solutions to long-standing indoor air quality, temperature, and humidity issues that impact building operations and employee working conditions.

                     Cons: Approval requires an additional expenditure of $184,030.00 and increases the total value of the work assignment to $194,030.00.

 

Option 2: Deny Change Order No. 1 to Work Assignment 2025-12PW under Professional Engineering Services - Continuing Services Contract No. 2024-14.11 by and between the City of North Port, Florida and OCI Associates, LLC for indoor air quality for Police Department Headquarters located at 4980 City Hall Boulevard North Port, Florida, 34286 in the amount of $184,030.00.

 

                     Pros: Denial preserves the additional $184,030.00 expenditure associated with expanding the current work assignment.

                     Cons: Prevents completion of a full professional engineering assessment of the Police Department Headquarters’ HVAC system and building envelope, leaving existing indoor air quality, temperature, and humidity deficiencies unaddressed.

 

Background Information

 

In May 2025, OCI Associates, LLC, was contracted to conduct an evaluation of the Police Department Headquarters’ building envelope and HVAC system.

 

The Police Department Headquarters was designed in 2004 and constructed in 2005. Over the past twenty years, the operational needs of the Police Department have changed significantly. Spaces originally intended for storage, conferences, or janitorial use have been converted into offices, IT closets, and larger gathering areas. These interior modifications were completed without corresponding re-engineering of the HVAC system.

 

In March 2023, prolonged indoor air quality issues resulted in the development of mold within the Property and Evidence area. The mold was remediated, air scrubbers were deployed and affected building materials were replaced. As part of that response, the Facilities Division of the Department of Public Works engaged the original Engineer-of-Record to assist in identifying the underlying causes of the indoor environmental issues.

 

The evaluation identified that current HVAC operating conditions and airflow rates are outside of the system’s original design parameters, largely due to changes in space usage and efforts to maintain appropriate temperature and humidity levels for specialized areas while also moisture within ductwork and ceiling spaces. 

 

Over time, these conditions have led to deterioration of ductwork, reduced airflow, and air leakage into the plenum. Several air handling units have exceeded their expected service life and no longer operate as designed. The building envelope shows evidence of compromised vapor barriers at walls and ceilings. Additionally, the existing HVAC controls system does not reliably operate or report system performance, limiting the City’s ability to effectively manage indoor environmental conditions. The outside air constant volume system cannot provide adequate temperature and humidity control for specialized spaces such as the Property and Evidence areas, and telecommunications rooms are unable to maintain required set points. Variable air volume zoning and sensors serving the second floor require redesign to properly support the current building layout.

 

Approval of Change Order No. 1 would expand the scope of Work Assignment 2025-12PW to allow for a comprehensive professional engineering evaluation and the development of recommended solutions and bring the total of the Work Assignment to $194,030.00.

 

Change Order No. 1 to Work Assignment 2025-12PW under Professional Engineering Services - Continuing Services Contract No. 2024-14.11 by and between the City of North Port, Florida and OCI Associates, LLC for indoor air quality for Police Department Headquarters located at 4980 City Hall Boulevard North Port, Florida, 34286 in the amount of $184,030.00 was provided to the City Clerk’s Office on February 2, 2026, for signature, subject to City Commission approval.
