Recommended Action

 

Approve Contract No. 2023-07 Construction Manager at Risk Contract Preconstruction Services Contract, Phase 1 with Wharton Smith, Inc. in the amount of $42,340.09, for design support, coordination, project scheduling, design and equipment evaluation and recommendations, and a guaranteed maximum price for Project F17R81 Fire Station 81 Renovation.

 

Background Information

 

On October 13, 2020, City of North Port entered into an agreement with Schenkel & Shultz, Inc. for professional engineering and architectural services for design and expansion of the existing administrative offices and Fire Rescue Station No. 81.  The administrative office expansion was planned for 5,000 SF. The building was to be designed and engineered as a Florida Building Code Essential Facility and meet all such hardening requirements.  

 

Through the course of design, it became apparent the budget could not sustain the scope required to harden the existing facility, and the difficult decision was made to move forward with design of hardening only the new construction elements, which did not include the roof or most window and door openings. 

 

Unfortunately, price escalation and supply-chain challenges through 2021-2022 further compounded budgetary challenges.  Although the drawings/specs and permits were in place for a hard-bid delivery method in Fall of 2022, the decision was made to pursue a Construction Manager at Risk delivery method, in hopes of better aligning construction scope to budget.

 

Through this partnership with Wharton-Smith, staff will be better equipped to evaluate options which most closely align with the project budget as well as FEMA reimbursement related to the scope of this project and future of the facility.
