Recommended Action
Approve a Sole Source Exemption Request for the replacement of the center column in Wastewater Treatment Plant Clarifier No. 2, by Ovivo USA, LLC in an amount not to exceed $122,775.00.
Background Information
The Wastewater Treatment Plant has 4 clarifiers in which microorganisms used in the treatment process settle to the bottom of the tank and are removed from the clear liquid at the top of the tank. The organisms are returned to the head of the plant to keep the microbiological process continuing while the clear liquid continues on through the rest of the treatment process. Each clarifier is comprised of a large tank with a center column providing the structural support for the rake arms, walkway and drive unit which move settled microorganisms to the center drain of the tank for removal. Clarifier No. 2 at the Wastewater Plant is over 20 years old and in that time, the corrosive nature of wastewater has eaten away at the center column.
During the structure alignment assessment and leveling performed in November of 2015, it was discovered that the center column had been structurally compromised, with the corrosion causing the clarifier mechanism to no longer be level. While the vendor was able to relevel the mechanism, if not replaced, the corrosion will continue preventing the mechanism from maintaining the level state required for proper operation and efficient function.
Based upon the assessment performed in FY15-16, it was determined that the best course of action for the City would be to replace the center column in FY16-17.
As the original equipment, structure and associated mechanisms were manufactured by Ovivo, only Ovivo equipment will be compatible with the existing structure. Therefore, Utilities requests a sole source exemption to obtain necessary replacement column equipment with associated installation and leveling services from Ovivo.
