Recommended Action

Approve Amendment No. 1 to Work Assignment 2023-07PW with Consor Engineers, LLC for the temporary traffic signals at I-75 and Toledo Blade Boulevard and Sumter Boulevard in the amount of $82,038.38.

Background Information

On April 25, 2023, the City Commission, acting as the Road and Drainage District Governing Body, approved Work Assignment 2023-07PW for the temporary traffic signals at I-75 and Toledo Blade Boulevard and Sumter Boulevard in the approximate amount of $228,299.74.

The original work assignment was for the design of temporary traffic signals to be installed at the intersections of northbound I-75 ramps at Sumter Boulevard and Toledo Blade Boulevard, to maintain safe traffic operation while awaiting the permanent construction of the traffic signals to be completed by Florida Department of Transportation (FDOT).

The consultant prepared 90% plans and submitted them to FDOT for a right-of-way use permit to allow the temporary signals to be installed. After discussion between FDOT and the City, a request was made to remove the temporary signal proposed at the northbound I-75 ramps at Sumter Boulevard and instead provide a temporary signal at the southbound I-75 ramps at Toledo Blade Boulevard. The result of this is that no temporary traffic signals will be installed at the Sumter Boulevard interchange, while both the northbound and southbound ramps will be signalized at the Toledo Blade interchange. FDOT confirmed that this change will allow a right-of-way use permit to be issued.

This amendment in the amount of $82,038.38 revises the scope of work to obtain additional survey data and complete a design for the newly requested temporary signal at the southbound Toledo Blade Boulevard location, and to remove the temporary signal at Sumter Boulevard from the plans. This amendment brings the work assignment total to $310,338.12.

While the Department of Public Works completes the design, permitting and installation of the temporary signals at the Toledo Blade Boulevard interchange, FDOT is continuing to work on the design and procurement process for the permanent signals at both interchanges. A Local Funding Agreement for the installation of the permanent signals with FDOT is under development and will be brought to the City Commission for consideration. FDOT has stated that the permanent signals will be completed via a design-build contract and has indicated a tentative schedule to advertise the project in late 2024, however, the construction timeline will depend on material lead time and contractor scheduling.

On January 1, 2024, the City was notified that American Consulting Engineers of Florida, LLC, was changing to Consor Engineers, LLC. The contract assignment was approved by the City Manager on June 6, 2024.
