Recommended Action

 

Option 1: Approve the application to the Fiscal Year 2027 Federal Community Projects Funding Request Program (Appropriations) in the amount of $2,282,907 for the Water Control Structure 114 Replacement Project located on North Salford Boulevard and the Snover Waterway, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review.

 

City Commission Options

 

Option 1: Approve the application to the Fiscal Year 2027 Federal Community Projects Funding Request Program (Appropriations) in the amount of $2,282,907 for the Water Control Structure 114 Replacement Project located on North Salford Boulevard and the Snover Waterway, and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review.

 

                     Pros: This grant will provide $2,282,907 for the Water Control Structure 114 Replacement Project located on North Salford Boulevard and the Snover Waterway if awarded.

                     Cons: There are no foreseeable cons to approving this application.

 

Option 2: Deny the application to the Fiscal Year 2027 Federal Community Projects Funding Request Program (Appropriations) for $2,282,907 for the Water Control Structure 114 Replacement Project located on North Salford Boulevard and the Snover Waterway.

 

                     Pros: There are no foreseeable pros to denying this letter.

                     Cons: The City would withdraw the Federal Appropriations request for this project.  As a result, the City would need to allocate funding for the entire cost of the project.

 

Background Information

 

City staff have submitted a request for a Federal Appropriation, also called the Federal Community Projects Funding Request. The request is for $2,282,907 for the Water Control Structure 114 Replacement Project located on North Salford Boulevard and the Snover Waterway.  Replacement of Water Control Structure  114 will allow the City to avoid the catastrophic flooding experienced during hurricanes and heavy rainstorms. Water Control Structure 114 helps control flooding in adjacent and downstream neighborhoods.

 

This is a reimbursable grant, meaning the City will spend the funds first and then request reimbursement from the granting agency.  If the City of North Port is awarded the appropriation, the City will receive a grant Contract.

 

If awarded, the grant Contract will be reviewed by the City Attorney to ensure that it is legally correct as to form.

Financial Impact

 

If the City of North Port is awarded the appropriation, the City will receive up to $2,282,907 towards the total estimated construction cost of $3,043,877 for this project, Capital Improvement Project R21S14.  The remaining City share of $760,970 will be allocated and included in the Fiscal Year 2028 budget, account  number 107-5000-541-63-00.
