Background Information

 

As part of the due diligence evaluation of the Warm Mineral Springs Park Public-Private Partnership, the City issued Request for Letter of Interest (RLI) No. 2023-11 for engineering services on February 13, 2023. The solicitation requested submissions from engineering contractors to complete a geotechnical investigation/survey to determine the ability of the Warm Mineral Springs Park site to support development without compromising the existing underground features.

 

Ardaman & Associates, Inc. was the selected respondent to RLI No. 2023-11 and Work Assignment 2023-11 per Contract 2020-58-01 with Ardaman & Associates, Inc. for Geotechnical Engineering and Investigation / Survey was approved on September 12, 2023, during a Regular Commission Meeting via the consent agenda.

 

The Work Assignment included an evaluation of the subsurface conditions within proposed building areas relative to presence of potential underground feeder veins of the spring, cavities, sinkholes, or other conditions that could impact the proposed development.

 

The City ceased Public-Private Partnership negotiations on February 2, 2024, however the work on the geotechnical survey was allowed to continue noting that the findings would provide valuable information for the overall assessment of the park and any potential future opportunities or decisions.

 

A draft Microgravity Survey dated May 24, 2024, was provided to the City Commission during the Regular Meeting on May 28, 2024. Ardaman and Associates, Inc. provided a completed Geotechnical Investigation Report dated July 3, 2024, and are here to present the findings of the investigation.

Funding for the scope of services in the amount of $250,787.00 was budgeted in account number 306-3036-572-31-05, Project No. WM19BR, Warm Mineral Springs Building Restoration.

 

Procurement

 

Continuing Contract No. 2020-58-01 was procured pursuant to Section 2-406 Professional Services Selection under Consultants’ Competitive Negotiation Act (CCNA), Florida Statutes § 287.055. Work Assignment was issued under RLI No. 2023-11 - WMS Geotech Investigation / Survey was issued in accordance with Continuing Contract No. 2020-58-01.
