TITLE: Approve the Purchase of One (1) 2022 International MV Ambulance from REV RTC, Inc. for the North Port Fire-Rescue District for an Estimated Cost of $298,890 and, Due to Current Nationwide Logistical and Manufacturing Issues Causing Significant Delays and Availability, Authorize the City Manager to Approve the Sourcing and Purchase of an Equivalent Asset, if Necessary.
Recommended Action
Approve the purchase of (1) 2022 International MV Ambulance from REV RTC, Inc. for the North Port Fire-Rescue District for an estimated cost of $298,890 and, due to current nationwide logistical and manufacturing issues causing significant delays and availability, authorize the City Manager to approve the sourcing and purchase of an equivalent asset, if necessary.
Background Information
The City Commission approved the purchase of a new International MV Ambulance, Budget Proposal Number 2006 in the Fiscal Year 2022 Budget. The City of North Port currently has an Ambulance and Ancillary Fire Rescue Equipment Purchase Agreement with REV RTC, Inc. which was executed in January of 2021.
Approval of this request will ensure that North Port Fire-Rescue District has the necessary availability of advanced life support rescues to facilitate the appropriate response times with the rapidly increasing call volumes experienced in the City. The increased call volume being experienced has resulted in a pattern of reduced availability of ready to respond, in-service and advanced life support rescues. Currently, Rescue 82 has a unit hour utilization of 29.38% with 30% being the measure of non-sustainability. The City of North Port Strategic Plan 2022-2025 identifies health and public safety as a strategic priority. As listed in the formal Plan, determining the need for support of current and expanded Fire-Rescue District services as referenced in the Fitch Study is the City’s top listed strategic objective.

On August 10, 2021, a letter of intent to purchase was sent to REV RTC, Inc. to hold the current pricing before a 5% cost increase went into effect. This resulted in an estimated cost savings of $15,000 to the City of North Port.
Due to current nationwide logistical and manufacturing issues causing significant delays and availability, authorize the City Manager to approve the sourcing and purchase of an equivalent asset, if necessary.
City Manager's Policy requires all procurements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures, and processes have been reviewed by the Procurement Division of the Department of Finance.

Procurement
This vehicle is being procured from an agreement with REV RTC, Inc secured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-403 - Exemptions, (a), (4), a, of the Code of the City of North Port, Florida, the utilization of other governmental or public entity contracts to procure goods and services.
