Recommended Action

Approve Work Assignment No. 2024-07 with Black and Veatch Corporation to complete the North Port Water Supply Evaluation for the amount of $349,480.00.

Background Information

The City of North Port is experiencing extraordinary growth. While much of this growth is in Wellen Park, there is also significant development planned for the legacy portion of the City. In 2023, Black & Veatch  completed a Water Master Plan that included historical growth for North Port Utilities (NPU). Black & Veatch is currently in the process of updating growth projections to incorporate recently identified potential projects in the Toledo Blade/I-75 corridor. This rapid growth will necessitate expanded water and wastewater services.

NPU's Myakkahatchee Creek Water Treatment Plant presently has the capacity for additional growth, but there is a looming need for increased treatment capacity in the near future. Alongside treatment capacity, identifying additional water resources is crucial for the additional growth. To ensure the most cost-effective lifecycle for water resources, NPU needs to conduct a water supply evaluation.

The Myakkahatchee Creek Water Treatment Plant, operational since the mid-1960s, has sourced water from the Myakkahatchee Creek, with wells added during the mid-2010s when the reverse osmosis treatment process was introduced. However, there has not been further water supply identification to meet future growth demands, hence the necessity for a water supply evaluation. This evaluation will identify existing available water and alternative supply sources, guiding NPU's water supply for the foreseeable future.

In the fiscal year 2023-2024, Black and Veatch will conduct an analysis of available long-term water supply alternatives for NPU, building on the work completed in the 2023 on the both the Water Master Plan and the Cost Benefit Analysis study. The water supply evaluation will include:

Ø                     Project Management and Administration

Ø                     Data Collection

Ø                     Water Supply Source Development

Ø                     Concept Evaluation

Black and Veatch's comprehensive institutional knowledge of NPU's water system, acquired through the recent Water Master Plan, coupled with their efficiency and competitive fees, justifies their selection for the Water Supply Evaluation.
