TITLE: Professional Services Agreement between the City of North Port and the Florida Police Chiefs Education and Research Foundation to provide consulting and screening services for a qualified and experienced Police Chief in the amount of $17,500 plus travel expenses up to $1,000.
Recommended Action
Approve the Professional Services Agreement between the City of North Port and the Florida Police Chiefs Education and Research Foundation to provide consulting and screening services for a qualified and experienced Police Chief in the amount of $17,500 plus travel expenses up to $1,000.
Background Information
The Police Chief has tendered his retirement notice with an effective date of March 31, 2018. The City issued an informal request for professional consulting and screening services to assist the City in a search for a qualified and experienced Police Chief. One of the agencies responded with a statement of non-submittal for failure to meet the deadline. The second agency did not respond. The Florida Police Chiefs Education and Research Foundation was determined as meeting the criteria requirements, having favorable references and being the sole lowest, responsive and responsible quoter.
The initial term of this Agreement shall be for the period of time necessary to complete the process, but not to exceed 180 days, unless sooner terminated as provided in the Agreement. The agreed upon cost is $17,500 plus travel expenses not to exceed $1,000.
The Agreement has been approved by the City Attorney for legal correctness as to content and form.

Financial Impact
Funding in the amount of $18,500 is available in Fiscal Year 2018 Police Department Operating Budget in accounts 001-2100-521-31-05, ($18,000) and 001-2100-521-55-00 (no more than $500).
Procurement
The following companies were contacted in order to obtain three quotes in accordance with the City of North Port Procurement Policy; Florida Police Chief’s Education & Research Foundation, Inc., Police Executive Research Forum, and the IACP Organization.
