Background Information
During the City Commission Regular Meeting held on January 24, 2023, the Commission approved consent item 23-0019, Work Assignment 2023-04. This original Work Assignment was initiated to develop and calibrate a hydraulic model of the existing system and evaluate whether larger effluent pumps could increase pumping capacity without a full system expansion. CHA Consulting Inc.’s Work Assignment included design services, permitting, bidding, early procurement support, construction administration, and construction observation services.
During the initial evaluation under the original Work Assignment, CHA Consulting, Inc. discovered that the original surge tank was too small for the necessary capacity flow to the deep injection well after running flow models through the system. The proposed Change Order No. 1 will provide proper design and capacity needs for a larger surge tank to include pipe, valves and necessary appurtenances. CHA, Consulting will also design the relocation of existing electrical components to accommodate the additional pumps needed.
Change Order No. 1 to Work Assignment No. 2023-04 was provided to the City Clerk’s Office on September 14, 2026, for signature, subject to City Commission approval.

Procurement
Professional Engineering Services were procured for Work Assignment 2023-04 Under Continuing Contract No. 2020-58-11, pursuant to Chapter 2 Administration, Article VIII Procurement, Section 2-406 - Professional Engineering Services Selection under Consultants’ Competitive Negotiation Act (CCNA), F.S. §287.055 of the Code of the City of North Port, Florida.
