TITLE:                     Discussion and Possible Action Regarding Potentially Amending the City of North Port Unified Land Development Code to Allow Temporary Housing Options Inside City Limits and Potentially Declaring a Housing Emergency Due to Hurricane Ian.

 

 

Recommended Action

 

Discussion and possible action regarding all temporary housing options and Unified Land Development Code (ULDC) constraints.

 

Background Information

 

On September 27, 2022, Hurricane Ian made landfall as a Category 5 impacting the entire City of North Port.   This impact was widespread and caused significant damage to roads, structures, homes and businesses.  Housing continues to be impacting City of North Port residents and staff.  On April 25, 2023, FEMA representatives made a presentation to the Commission regarding direct temporary housing options for North Port residents. 

 

At the April 25, 2023, meeting, Commissioner McDowell requested in a motion to have the City Manager create an agenda item with suggestions to amending the ULDC to accommodate the FEMA housing options to be brought back to Commission for additional action.  After input from the City Attorney, this could not be accomplished “due to insufficient noticing requirements”.   Therefore, Commissioner McDowell has requested an additional discussion for Commission action and direction relating to temporary housing options for North Port citizens, as they rebuild after Hurricane Ian.
